This project was promoted to transform the Sangok-dong area, which had long been underdeveloped due to the presence of a U.S. military base and designation as a development-restricted zone, into a complex space combining cultural, tourism, and residential functions to promote balanced development in Uijeongbu City.

The Complex Cultural Convergence District began construction in April 2018 and was developed over approximately six years, covering a total area of 656,000㎡. The total project cost was about 661.2 billion KRW, and the project was implemented by Uijeongbu Rhythm City Co., Ltd., a joint venture between the city and the private sector.

The development proceeded in three phases, and 65,000㎡ of infrastructure such as parks and roads outside the project area were also improved to complement urban functions. The district was planned to include residential land, commercial facility land, tourism facility land, and urban infrastructure land.

On the residential land, 536 general sale apartments and 824 public rental housing units were supplied to support housing stability for citizens. On the commercial facility land, a distribution facility of approximately 72,000㎡ is scheduled to open through a business agreement with Emart Co., Ltd., and regional economic revitalization is expected through co-growth with local small business owners.

On the tourism facility land, the establishment of a Digital Media Center (I-DMC) is planned, which will house a global studio based on advanced content equipped with virtual production (a virtual background filming system), volumetric technology (360-degree three-dimensional video implementation technology), and motion capture (technology that applies real movements to digital characters).

With this completion, the regional arterial transportation network has also been finalized. The opening of 'Seogwang-ro' and 'Unsu Daetong-ro,' connecting Songsan-ro and the Gosan district, has greatly improved accessibility between the Gosan district, Minrak district, and the northern area of Camp Stanley. This has alleviated traffic congestion and strengthened the connectivity between residential areas and commercial districts.

Mayor Kim Dong-geun stated, "The Complex Cultural Convergence District is not just a development project but a turning point that transformed the underdeveloped Sangok-dong into a core hub symbolizing the city's future. We will complete an urban foundation where culture, industry, economy, and housing harmonize and continue to develop it as a space that all citizens can enjoy."

The city plans to continue follow-up projects such as attracting businesses to grow Uijeongbu into the cultural and economic center of northern Gyeonggi Province, centered around the Complex Cultural Convergence District.
