Incheon City announced on the 1st that it will install entry blocking facilities at 16 underground passages this year to prevent property and human damage caused by flooding during the summer.
The Ministry of Land, Infrastructure and Transport revised the "Guidelines for Installation and Management of Road Tunnel Disaster Prevention and Ventilation Facilities" in April last year, mandating the installation of entry blocking facilities in underground passages at risk of flooding. In Incheon, out of 37 underground passages, 23 are subject to this requirement, excluding 6 where blocking facilities are unnecessary and 8 where they have already been installed.
The city secured a total project budget of 9 billion KRW, including 4.3 billion KRW from the Ministry of the Interior and Safety's special grant and 4.7 billion KRW from city funds, and installed blocking facilities at 7 locations last year, including Incheon Grand Park, Gulpocheon Station, and Seokam underground passages. This year, it plans to complete facilities at a total of 16 locations, including Dongchun, Songdo, Gojan, and Haean underground passages on Aam-daero.
Additionally, the city is conducting a "Flood Risk Assessment Service for Underground Passages" to establish a more systematic flood prevention plan. Through this, it will designate flood risk levels for each underground passage and improve disaster prevention facilities that require supplementation, such as water level gauges, CCTV, and evacuation guidance facilities.
An official from Incheon City stated, "We will strengthen on-site responses to prevent damage to underground passages caused by heavy summer rains," and added, "Along with installing blocking facilities, we will maintain an emergency system in cooperation with related organizations such as the police and autonomous disaster prevention groups."
