State Legislature Moves to Regulate Online Purchases

A woman in the United States won 120 billion KRW in a lottery purchased through an online delivery service but is at risk of not receiving the prize money due to the purchase method being illegal. On the 27th, NBC News and other foreign media reported that a woman in Texas who won a lottery worth 83.5 million USD (approximately 122 billion KRW) has not yet received her prize money. According to the Texas Lottery Commission, the woman already reported her winning status on the 17th of last month. Usually, the prize money is paid within three days after winning the lottery.

However, even after ten days, the woman has not received the lottery prize money. The reason she has not received the prize is that the Texas Senate passed a bill last month banning delivery services that accept online lottery orders. This bill is currently under review by the House committee. Subsequently, the Texas Lottery Commission also announced in a statement that purchasing lottery tickets through delivery services is illegal.

Earlier, the woman purchased the lottery ticket on the 17th of last month through Jackpot, a lottery delivery service app. This service operates by having customers select and pay for lottery tickets on the app, after which company employees personally go to stores to buy the tickets and send images of them to the customers. The actual lottery tickets are kept by the company until the drawing. However, amid controversy, Jackpot announced on the 26th of last month that it had ceased operations in Texas. They also stated, "We have complied with the Texas Lottery Commission’s guidelines until now."

However, it is still unclear whether this policy will be applied retroactively to the woman. The Texas Lottery Commission is investigating the woman’s lottery purchase method and stated that the payment schedule may change depending on the situation. The Texas Lottery Commission said, "This policy is intended to address concerns raised by consumers and the state of Texas regarding the security and fairness of lottery operations."
