'ㅇㄹ,ya' Police Dispatched to 112 Call... Rescued a Man in His 30s from Water

The police did not take lightly a 112 text message with an unknown report content and dispatched officers to rescue a man in his 30s, a fact that was revealed later. According to Yonhap News on the 27th, at around 6:58 a.m. on the 18th, the 112 Comprehensive Security Situation Room of the Incheon Metropolitan Police Agency received a text message containing unclear characters 'ㄴ,ㅇㄹ,야'. The police who received the message tried to contact the sender again, but the call was not answered.

Although it seemed like a prank or a mistaken message, the police judged that it could be an emergency and checked the location of the sender's mobile phone. Subsequently, three officers?Sergeant Lee Yong-seok, Sergeant Yang Seung-man, and Police Officer Eom Tae-hoon?from Yongyu Police Station were dispatched and searched near Seonnyeobawi Dock in Eulwang-dong, Jung-gu, Incheon. They found and rescued a man in his 30s, Mr. A, who was soaked and collapsed in the water. Mr. A showed symptoms of hypothermia and was transported to a nearby hospital by the 119 emergency medical team for treatment. Fortunately, it is reported that his life is not in danger. A police official said, "By not ignoring the text message and responding actively, we were able to save a precious life," and added, "We hope Mr. A recovers his health quickly."


Meanwhile, the National Police Agency launched an application (app) service including phone, text, recording, and video reporting functions around November last year to commemorate the 67th anniversary of the establishment of 112. The '112 Report App' is designed so that the reporter's current location and registered personal information are immediately transmitted to the 112 situation room when a report is made. In addition to phone calls, reporting via 10-second recordings, texts, and videos is possible. This is a means for police officers to quickly dispatch to the scene even when the reporter finds it difficult to speak.


Furthermore, around 2022, the National Police Agency introduced the 'Visible 112' service nationwide, which allows real-time viewing of the reporter's location and situation through the reporter's mobile phone. When a 112 report is received, a text message is sent to the reporter’s mobile phone, and if the reporter clicks the URL included in the message, the reporter’s location and the scene captured by the reporter’s mobile phone camera are transmitted in real time to the situation officers.


This service enables accurate confirmation of the reporter’s location without LBS (Location-Based Service) requests and allows the 112 situation room to remotely control the reporter’s mobile phone camera. It also provides a secret chat function between the police and the reporter, which can switch the chat screen to a Google web page to avoid exposing the fact of reporting while chatting in real time. Videos and chat contents recorded at the reception stage are delivered as files to the dispatched officers and can be checked on 112 mobile phones and tablets.
