From AI Data Centers to Startup Incubation
Anticipating a Leap Forward as a Hub for Advanced Industries
Pocheon City, Gyeonggi Province (Mayor Baek Young-hyun) announced on the 27th that it signed a Memorandum of Understanding (MOU) with Starlabs Co., Ltd. on the 26th to establish the ‘Pocheon AI Smart Valley.’

Through this agreement, Pocheon City and Starlabs Co., Ltd. agreed to build a mutual cooperation system for the successful promotion of the Pocheon AI Smart Valley project. The city will provide administrative support such as permits and approvals, while Starlabs will lead the overall project and create a future-oriented industrial foundation.
The ‘Pocheon AI Smart Valley’ project consists of △ the construction of an Artificial Intelligence (AI) data center △ the establishment of a global startup center △ support for residential facilities.
The data center will provide a foundation for AI businesses to companies, and the startup center will support AI education and residential facilities, creating a live-work proximity environment.
Pocheon City expects to nurture startups in advanced technology fields such as artificial intelligence and robotics, cultivate AI technology talent, and achieve effects such as diversification of the regional industrial structure, job creation, and economic revitalization.
Mayor Baek Young-hyun of Pocheon said, “This agreement will be an opportunity for Pocheon to leap forward as a hub for AI and advanced industry startups,” adding, “We will spare no administrative support necessary for the establishment of Pocheon AI Smart Valley.”
Meanwhile, Starlabs Co., Ltd. is leading the AI industry in cooperation with prominent domestic and international companies, leveraging its strengths in AI and data center-based technology, large language model (LLM) development, AI-based data analysis, and information technology (IT) infrastructure construction.
