Pointing Out the Decline in Integrity of the Executive Branch
Kim Sooyoung, a member of the Gwangju Seo-gu Council, delivered a five-minute free speech at the 329th temporary session on the 27th, addressing the following topics: ▲ meeting allowances for the Residents' Autonomy Committee and Welfare Council ▲ Seo-gu Office's integrity level ▲ proposal for installation of recycling separation bins.

Kim stated, "In the case of the Residents' Autonomy Committee and the Welfare Council, there have been significant procedural flaws in the payment of meeting allowances. I have verbally requested the relevant departments to improve this, so I hope such mistakes will not be repeated." She added, "For the Welfare Council, please review increasing operational support and meeting allowances based on ordinances, and pay attention to the findings from the recent comprehensive audit of the district."
Additionally, Kim pointed out that Seo-gu Office's integrity rating dropped two levels to grade 4 compared to last year.
This is the lowest among the five districts in Gwangju, and she identified the main reasons for the decline as inadequate reporting related to corruption-prone areas, including ▲ improvement strategies and tasks ▲ basis for findings ▲ comprehensive cause analysis ▲ improvement tasks.
Finally, Kim proposed the installation of recycling separation bins in vulnerable areas (such as multi-family housing, areas with many studio apartments, and residential alleys) as a measure for more efficient recycling separation and sorting.
She also emphasized the importance of promoting day-specific recycling separation and disposal, urging Seo-gu Office to pay attention and make efforts so that Seo-gu can become a cleaner district, and concluded her remarks.
