From Startup Support to Employment and Safety: Comprehensive Measures for Women
Ulsan City is implementing a 'Customized Employment Policy for Women' to prevent the outflow of the female population and promote sustainable economic growth by strengthening support for women's entrepreneurship and tailored job opportunities.
In particular, to raise the lower female entrepreneurship rate compared to men and eliminate barriers to starting a business, the city is establishing a 'Women's Employment and Startup Support Zone' and introducing special startup guarantees, among other practical support measures.
◆ New Opportunities for Women Entrepreneurs: 'Women's Employment and Startup Support Zone'
Ulsan City is creating a 'Women's Employment and Startup Support Zone' to encourage women to actively participate in economic activities through entrepreneurship.
This space will serve as a comprehensive support center for aspiring women entrepreneurs, providing ▲office space ▲consultation (mentoring) with women business leaders ▲legal and tax advisory services ▲practical entrepreneurship education ▲networking opportunities, and more.
Additionally, to ease the financial burden on early-stage entrepreneurs, the city plans to introduce a special startup guarantee offering low interest rates and simplified procedures, thereby enhancing the stability and success rate of women-led businesses.
In particular, the city will strengthen programs supporting technology-based startups and entry into online platform businesses, enabling women to be active in future industries as well.
To this end, Ulsan City will collaborate with local universities, startup support organizations, and financial institutions to expand customized entrepreneurship education and financial support.
◆ Active Support for Expanding Women's Employment
In September, Ulsan will host its first-ever women's job fair.
This fair will strengthen matching between local companies and female job seekers, with over 100 companies participating to expand employment opportunities for women across various industries.
Major local conglomerates, as well as companies in the culture, tourism, and service sectors, and women-friendly enterprises will participate, offering on-site one-on-one job interviews and providing tangible employment opportunities.
Additionally, tailored career counseling and side events introducing Ulsan’s employment policies will provide women job seekers with broader information and support.
Ulsan City aims to create 4,200 jobs for women and is actively working to achieve a 62.5% employment rate among vocational training graduates through its five Women's New Employment Centers.
To achieve this, the city will ▲launch seven new vocational training courses focused on emerging industries ▲provide a new training allowance of 100,000 won per month (up to four months) ▲increase the women's internship support fund (from 3.8 million won to 4.6 million won), thereby strengthening women's job competencies and supporting stable employment.
The city will also expand the support ratio for improving women-friendly corporate environments from 70% to 90% and conduct policy research to enhance the utilization of female talent, laying the foundation for long-term development.
◆ Creating a Women-Friendly Residential Environment and Strengthening Violence Prevention Measures
Ulsan City is working to improve the residential environment and strengthen response systems for violence prevention so that women can live and work safely. To this end, the city will ▲expand the operation of women's safety patrols ▲promote crime prevention environmental design for safe commutes ▲strengthen childcare and care services. The city also plans to actively support the expansion of workplace childcare facilities in cooperation with companies.
Furthermore, the city will strengthen response systems for new types of violence such as digital sex crimes, stalking, and dating violence, providing customized services linked to specialized counseling centers in case of incidents, and systematizing the functions of central and local victim support centers for rapid assistance.
In particular, the city will continue emergency housing support projects for victims of stalking and dating violence and expand integrated support for counseling, protection, medical care, and recovery.
An Ulsan City official stated, "We will do our utmost to establish practical policies so that women can achieve economic independence through entrepreneurship in Ulsan and secure stable employment."
Based on the vision of "A city where women grow and challenge themselves, a city where women are safe," Ulsan City is actively promoting policies to expand women's entrepreneurship and employment.
