The "2040 Seocho-gu Urban Development Master Plan" is an urban plan that will serve as the basic direction for establishing various plans such as population, land, transportation, and environment, as well as the future vision and long-term development strategies that the district pursues. It includes three major goals and ten core promotion strategies to lead Seocho’s future.

Innovative changes in urban space are also expected through the designation of the AI Future Convergence Innovation Special Zone, Goteo and Sebit tourism special zones, the development of the Metropolitan Area Express Railway (GTX)-C line and Yangjae Complex Transfer Center, and large-scale site complex development. Accordingly, the district thoroughly reviewed the characteristics and potential of the region and established the direction of this urban development master plan by synthesizing Seoul’s higher-level plans, resident surveys, and advisory committee opinions.

First, the future vision of "Happy Together, Moving Toward a Greater Future" was set with three goals: fostering a convergence-type central district and jobs, establishing a green pedestrian network, and realizing a premium residential city where culture breathes.

Among them, six key promotion strategies in areas with significant ripple effects and reflecting resident demand were selected, with ten core strategies to be focused on. In the industry and jobs sector, a global AI industry hub will be established, and in the culture and arts sector, the Banpo-daero Seocho Cultural Belt will be created. Additionally, in the transportation and pedestrian sector, a people-centered integrated pedestrian and public transportation network will be built.

In the park and green space sector, neighborhood parks will be transformed into complex leisure and cultural hubs, and waterfront cultural leisure spaces will be developed. Alongside this, in the urban space sector, the area around Yangjae Station will be developed into a complex downtown, Gangnam-daero will be developed as a complex city, and large-scale underutilized sites will be developed as complex hubs.

In the residential and safety sector, Seocho-style premium residential complexes will be created, and living infrastructure will be established to realize a pedestrian-friendly daily life zone, aiming to build a city where all residents grow together and enjoy happiness.

Before the full-scale promotion of the core strategies, the district will also hold the "2040 Seocho Urban Development Forum" in each zone of Yangjae, Seocho, Banpo, and Bangbae. Through this, residents’ questions will be addressed, various opinions will be heard, and development directions will be further specified together with experts.

Mayor Jeon Seong-su said, "The 2040 Seocho-gu Urban Development Master Plan is a roadmap that outlines the major direction Seocho will take until 2040. We will do our best to reflect diverse demands and implement core strategies without fail to improve residents’ quality of life and the city’s competitiveness."
