Partial Amendment Ordinance on Support for Out-of-School Youth Passes Plenary Session

New provisions include performance evaluation and equal opportunity for out-of-school youth

The 'Partial Amendment Ordinance on Support for Out-of-School Youth in Seo-gu, Gwangju Metropolitan City,' proposed by Seo-gu Council member Kim Sooyoung during the 329th extraordinary session, passed the 2nd plenary session on the 26th.

Kim stated, "Although the 'Act on Support for Out-of-School Youth' has been amended five times since its enactment in May 2014, Seo-gu has not revised its ordinance since it was first established in October 2014," explaining, "I proposed this partial amendment to address the shortcomings of the current ordinance."


This amendment includes provisions regarding ▲performance evaluation of support projects ▲legal grounds for delegating support centers ▲equal opportunities for out-of-school youth (including participation in various events and contests for youth, commendations, and scholarships).


Kim added, "We will continue to strive to ensure equal opportunities for youth who have left school and provide appropriate support so that they can grow into healthy members of society," and said, "I will keep working to protect the rights and welfare of young people."


Meanwhile, according to the Education Statistics Service, as of 2024, the number of out-of-school youth in Seo-gu, Gwangju is 168 (down from 210 in 2023). While the number is decreasing in Gwangju compared to the previous year, the nationwide trend shows an increase in out-of-school youth.
