Pointing Out Issues in the Five-Minute Free Speech
Daegu City Council member Lee Seong-o (People Power Party, Suseong District 3) is set to deliver a five-minute free speech at the 2nd plenary session of the 315th temporary meeting on the 27th. He will point out that Daegu's Regional Safety Index remains at the lowest level among the eight metropolitan cities nationwide, urge for substantial improvements, and present directions for disaster safety management policies.
Lee Seong-o stated, "According to the 2024 Regional Safety Index announced by the Ministry of the Interior and Safety, Daegu recorded an average grade of 3.8, ranking last among the eight metropolitan cities." He emphasized the decline in grades for traffic accidents and daily safety, as well as the lowest grade (Grade 5) in the field of infectious diseases.
In response to growing public concern, he argued that prompt action is necessary. As countermeasures, he proposed establishing customized governance for each district to reduce safety index disparities, identifying vulnerable factors to complex disasters that may occur due to urban characteristics such as fires in enclosed buildings or flooding in underground passages, and preparing tailored research and response systems for unpredictable special disasters such as climate change and emerging infectious diseases.
Lee stressed, "Without safety today, we cannot dream of tomorrow. The Regional Safety Index must be gradually improved so that Daegu citizens can live with peace of mind," urging the practical implementation of the proposed measures.
