Hwaseong City in Gyeonggi Province has established a dedicated organization to strengthen safety in small-scale workplaces. On the 25th, Hwaseong City announced that it had launched the 'Industrial Safety Keeper,' the first of its kind among basic local governments, to prevent industrial accidents and create a safe industrial environment.

This project is based on the city's ordinance for industrial accident prevention and is being promoted with an investment of 1.35 billion KRW from city funds. It targets small-scale manufacturing workplaces with fewer than 50 employees, where the obligation to assign safety managers does not apply, conducting safety inspections and consulting. The Hwaseong Industrial Promotion Agency operates the project on consignment.


The launch ceremony held at the Hwaseong Small and Medium Enterprise Support Center in Dongtan was attended by Hwaseong Mayor Jeong Myeong-geun, Hwaseong City Council Chairman Bae Jeong-su, Hwaseong Industrial Promotion Agency Director Jeon Byeong-seon, Gyeonggi Branch Chief of the Ministry of Employment and Labor Oh Gi-hwan, Gyeonggi Regional Headquarters Director of the Korea Occupational Safety and Health Agency Song Seok-jin, and about 50 others including the first Industrial Safety Keepers.


The Industrial Safety Keepers operate in teams of three, each responsible for fire, electricity, and hazardous substances. Organized into a total of 10 teams, the Industrial Safety Keepers divide the city into four zones for inspections. They plan to visit more than 30 manufacturing industrial sites daily, aiming for 5,130 visits annually.


During inspections, risk factors are subdivided by type and checked, and consulting is provided on how to improve identified issues. Key inspection items for fire include combustible material management, flammable hazardous materials, and ignition source control. In the hazardous substances field, inspections focus on the building structure of chemical facilities, joints of covers, installation of safety valves and shut-off valves. In the electrical and physical work environment areas, they check for the appointment of electrical safety managers and protective measures at fall-risk locations.


The city plans to enhance inspection efficiency through cooperation with related organizations. The Gyeonggi Branch of the Ministry of Employment and Labor will focus on supervising poor workplaces that obstruct inspections or refuse improvement requests, and the Korea Occupational Safety and Health Agency will collaborate with the city to conduct joint inspections of high-risk sites.


Hwaseong Mayor Jeong Myeong-geun said, "We look forward to the activities of the Industrial Safety Keepers and the cooperation of citizens so that a safety culture can be established as the top priority value in industrial sites."
