Gwangju Buk-gu Council Proposes Series of Ordinances on Environment and Residential Safety

The Buk-gu Council of Gwangju is accelerating its response to current issues by consecutively proposing ordinances aimed at environmental protection and enhancing residential safety.

According to the Buk-gu Council on the 25th, Councilor Shin Jeonghun (Democratic Party of Korea, Munheung 1·2-dong, Ochi 1·2-dong, Usan-dong) was the lead proposer of the "Ordinance on the Promotion of Eco-friendly Materials in Banners and Activation of Recycling in Buk-gu, Gwangju" during the 301st temporary session. As part of climate crisis response and resource circulation policies, this ordinance specifies the responsibilities of the district mayor and business operators, supports the production and use of eco-friendly banners, establishes measures for recycling used banners, builds an education and publicity system, and includes reward regulations.


Councilor Shin stated, "Banners are widely used as a means of public and private promotion, but environmental pollution and budget waste caused by their disposal after use are serious problems," adding, "I hope that with the enactment of this ordinance, Buk-gu will take the lead as a city realizing carbon neutrality."


In the same session, Councilor Kim Youngsoon (Democratic Party of Korea, Duam 1·2·3-dong, Pung-hyang-dong, Munhwa-dong, Seokgok-dong) proposed a partial amendment to the "Ordinance on the Management of Multi-family Housing in Buk-gu, Gwangju." The amendment expands the scope of support to include small-scale, aging multi-family housing with fewer than 30 households and a total floor area of less than 660 square meters, which had previously been excluded. It also mandates fact-finding surveys to secure basic management data and incorporates the degree of aging into review criteria for more systematic support.


Councilor Kim said, "The core of this amendment is to strengthen the safety net for vulnerable residential groups and to establish an institutional foundation to prevent old multi-family housing from being neglected," adding, "I will continue legislative activities that carefully look after marginalized areas."


The two ordinances are scheduled to undergo review by the Safety and City Committee on the 26th and to be finally resolved at the plenary session on the 28th.
