The police have decided not to prosecute in relation to a website that appeared in a passage of the Korean language section of the 2025 College Scholastic Ability Test (CSAT), which guided users to a 'Yoon Seok-yeol President Resignation Rally.'
The Chungcheongbuk-do Provincial Police Agency announced on the 24th that it would close the case without indictment, which was requested for investigation last year by the Korea Institute for Curriculum and Evaluation (KICE). Closing without indictment refers to concluding the investigation before formally charging the suspect when no criminal suspicion is recognized.
Earlier, controversy arose when accessing the internet site mentioned in the Korean language section of the 2025 CSAT held on November 14 last year led to a site providing information about the time and place of a rally calling for President Yoon's resignation. The site prominently displayed phrases such as "Thank you, examinees," and "Kim Geon-hee Yoon Seok-yeol State Corruption Condemnation · Special Prosecutor Demand 3rd National Action Day."
At the time, KICE, the institution responsible for the CSAT questions, explained that the site was a fictitious one arbitrarily created during the test development process. Police investigation confirmed that the domain was purchased by someone after the CSAT question paper was made public.
The police reviewed whether charges such as obstruction of business and obstruction of official duties by deception could be applied to this act but concluded that no crime was established. This was because there was no dissemination of false information or intentional acts causing misunderstanding or deception, which are elements constituting a crime. Accordingly, the purchaser of the domain was not identified.
A police official explained, "The site included a statement saying 'This page is operated by an individual unrelated to the Korea Institute for Curriculum and Evaluation,' so it could not be seen as causing widespread misunderstanding," adding, "It was judged that someone simply bought the domain and used it for their intended purpose, which does not constitute a crime." The site was shut down following the controversy at the time.
