Yoo Seung-min "Welcome Han Deok-su Impeachment Dismissal... Difficult to Accept Quorum for Resolution"

"Regret Over the Constitutional Court's Failure
to Make a Swift Decision"

Former People Power Party lawmaker Yoo Seung-min stated on the 24th that he "respects and welcomes the Constitutional Court's decision" to dismiss the impeachment trial against Acting President and Prime Minister Han Duck-soo.

On the same day, Yoo wrote on social media, "The Democratic Party's resolution to impeach Acting President Han was a reckless act born out of the impatience of the criminal suspect, Representative Lee Jae-myung, and the arrogance of the Democratic Party," adding, "It is fortunate that the Constitutional Court ultimately dismissed the case."

However, Yoo expressed regret, saying, "In a situation where the country is facing a comprehensive crisis in the economy, livelihood, and security, it is very regrettable that the Constitutional Court did not make a swift decision regarding the unprecedented constitutional situation of an 'acting president's acting president.'"

Regarding the quorum required for the impeachment resolution, which sparked controversy, he pointed out, "The acting president holds all the powers of the president, yet the part stating that a majority of the total members' approval is sufficient is difficult to accept under the Constitution or common legal sense of the people, which requires a two-thirds quorum for decisions against the president."

He added, "It is significant that Constitutional Court Justices Jeong Hyung-sik and Cho Han-chang pointed out this issue and issued dissenting opinions stating that the impeachment was procedurally improper," and "This matter should be corrected by the National Assembly through constitutional amendment in the future."
