Seongnam City Advances Preliminary Feasibility Study for Two New Railway Stations

Seongnam City, Gyeonggi Province (Mayor Shin Sang-jin) announced on the 22nd that it will promote a feasibility study to review the establishment of new railway stations at Pangyo-dong on the Wolgot~Pangyo Line and Dochon Intersection on the Suseo~Gwangju Line.

The targets are one location on the Wolgot~Pangyo Line route (candidate sites: Mireu Park, Pangyo Library Intersection, Pangyo Park) and one location on the Suseo~Gwangju Line route (candidate site: Dochon Intersection).


On the 19th, the ‘2025 First Supplemental Budget’ and the ‘2025 Second Fund Operation Plan Amendment,’ which include the service fees for reviewing the establishment of stations at these two locations, passed the 301st Seongnam City Council plenary session.


This inclusion of service fees is to utilize the railway construction fund accumulated for promoting railway projects and to conduct a prompt feasibility study for the establishment of new stations.


Mayor Shin Sang-jin of Seongnam City stated, “There has been significant demand from residents for railway use in the Pangyo-dong and Dochon Intersection areas, and due to surrounding development, road congestion has worsened, causing ongoing transportation inconveniences for citizens. We will do our best to ensure that the feasibility study is conducted promptly.”


This service will review the Pangyo-dong section of the Wolgot~Pangyo Line and the Dochon Intersection section of the Suseo~Gwangju Line, which are general railway construction projects promoted by the Korea Rail Network Authority. The bidding announcement and selection of the service provider will take place in April to May, with commencement planned for May.


Although preliminary feasibility studies for railways typically take about 12 months, the period has been shortened to 6 months by actively reflecting residents’ opinions and setting the minimum necessary duration for the service.


The main tasks of the service include △reviewing related plans and current status △examining possible sections for additional station installation (including reviewing structures that allow future station installation) △cost estimation (construction plans, cost estimation) △demand forecasting and benefit estimation △feasibility analysis (economic and financial) △proposing development directions and alternatives to secure economic feasibility △policy analysis and suggestions.


For the establishment of new railway stations, according to relevant laws, if the party responsible secures economic feasibility through the feasibility study results, Seongnam City will recommend the establishment to the Ministry of Land, Infrastructure and Transport. Subsequently, after verification services by the Korea Rail Network Authority and comprehensive review of the opening schedule and operation plan, the Ministry of Land, Infrastructure and Transport will make the final decision on implementation.


Mayor Shin Sang-jin of Seongnam City said, “We will prepare measures to maximize economic feasibility by reflecting demand from surrounding development projects as much as possible and actively cooperate with related agencies such as the Ministry of Land, Infrastructure and Transport to establish the stations.”
