In his proposal explanation, Park Jongpil pointed out, "In Daegu, there are 146 traditional markets, 13 shopping districts, 14 alley-type shopping districts, and 3 commercial revitalization zones. Despite the significant role that traditional markets and alley commercial areas play in the local economy, there has been no ordinance regarding traditional markets and shopping districts." He further explained the background of the proposal, saying, "It is essential to establish a legal basis for supporting traditional markets and shopping districts and to provide systematic institutional support for their development."

The ordinance includes major provisions such as establishing support plans and conducting surveys for the revitalization of traditional markets and shopping districts, consulting for commercial areas and shopping districts, various support projects including facility modernization, special provisions regarding the registration of large-scale stores, and the establishment and operation of a market dispute mediation committee.

Park emphasized, "To help traditional markets and shopping districts, which are losing competitiveness due to the low-price strategies of large discount stores, online shopping, and dawn delivery services, regain their vitality, differentiated and integrated support measures are needed."
