No Exceptions for Foreign Delinquents... Dobong-gu's Special Management for Delinquencies

Customized Delinquency Management by Tax Category, Including Resident and Automobile Taxes
Oh Eon-seok, District Mayor, Says "We Will Realize Fairness Among Taxpayers and Tax Justice"

Dobong-gu (District Mayor Oh Eon-seok) is initiating special management for foreign tax delinquents.

The number of foreign tax delinquency cases has been increasing annually, with 1,120 cases in 2022, 1,140 cases in 2023, and 1,148 cases in 2024. The amount of delinquent taxes has also risen, from 51 million KRW in 2022 to 53 million KRW in 2023, and 57 million KRW in 2024.

The district announced that it will implement customized delinquency management for foreign tax delinquents to improve the collection rate.

Delinquency management will be carried out by tax category. For resident tax, administrative information sharing will be utilized to send delinquency notices to the registered foreign resident addresses. Additionally, smartphone tax payment services will be used to guide resident tax delinquents.

For automobile tax, the vehicle management information system will be used to verify owner information (Gap-gu) and mandatory insurance subscribers to track delinquent vehicles, followed by license plate seizure and public auction of delinquent vehicles.

Regarding property tax, visits will be made to the taxable property locations to identify acquaintances and relatives of the delinquent taxpayers, and to provide information about the delinquency and electronic payment methods. If the taxpayer resides abroad or their residence is unclear, claims will be secured through real estate seizure.

Active delinquency notifications will also be conducted. For foreign residents in Korea, address updates will be carried out to prevent misdelivery of delinquency notices and guidance documents due to discrepancies in residence information. Furthermore, foreign tax delinquency promotional materials will be placed in community service centers and foreign/multicultural family support facilities.
