Mapo-gu's First Basic Human Rights Plan Comprised of 11 Key Tasks and 39 Detailed Tasks
Annual Evaluation to Supplement Policy Improvements and Further Enhance Effectiveness
Mapo-gu (Mayor Park Gang-su) has established the ‘2025~2029 1st Basic Human Rights Plan’ with the vision of ‘A Better Life, Realizing a New Mapo Human Rights City’ and is now actively implementing it.
The Basic Human Rights Plan is a comprehensive plan formulated every five years to ensure the legal protection and institutional practice of human rights.
Mapo-gu has created its first five-year human rights vision, implementation strategies, and policy goals in the Basic Human Rights Plan since the enactment of the Ordinance on the Guarantee and Promotion of Human Rights in Mapo-gu, Seoul.
Prior to establishing the plan, a research project was conducted in August 2024, analyzing policies for vulnerable human rights groups through surveys of residents and public officials, in-depth expert interviews, and reviews by the Mapo-gu Human Rights Committee.
This Basic Human Rights Plan aims for ‘Mapo realizing coexistence and mutual growth’ and consists of four implementation strategies: ‘Guaranteeing the right to a dignified life,’ ‘Strengthening protection of socially vulnerable groups’ human rights,’ ‘Spreading human rights awareness and a culture of respect for human rights,’ and ‘Improving human rights systems and strengthening cooperative governance.’
There are a total of 11 key tasks to be specifically executed, composed of 39 detailed tasks.
The key tasks include ‘Establishing a system to realize the right to safety,’ ‘Strengthening labor rights protection,’ ‘Guaranteeing rights to enjoy culture, arts, science, technology, and education,’ ‘Promoting gender equality,’ ‘Protecting the human rights of vulnerable groups,’ and ‘Building and maintaining a human rights guarantee system.’
Currently, based on the Basic Human Rights Plan, Mapo-gu is actively implementing detailed tasks such as the ‘Support Project for Safety Inspection of Vehicles for the Disabled,’ the adult literacy education program ‘Mapo School,’ ‘Youth Harmful Environment Improvement Activities,’ and the ‘Support Project for Brokerage Fees for Socially Considerate Groups.’
Additionally, the Mapo-gu Human Rights Committee will oversee and manage the Basic Human Rights Plan and establish annual implementation plans to enhance the effectiveness of policies.
Furthermore, to supplement improvements in the detailed tasks of the Basic Plan and to strengthen efforts in guaranteeing and promoting human rights, an annual evaluation of the Basic Human Rights Plan’s implementation will be conducted.
Park Gang-su, Mayor of Mapo-gu, stated, “As this is Mapo-gu’s first Basic Human Rights Plan, we will proceed with even greater responsibility,” and added, “Mapo-gu will do its utmost to develop into a human rights-friendly city where all residents can be happy.”
