Gwanak-gu, 'Recovery' from Deliberate Tax Delinquents Amid Financial Crisis... 'Leniency' for Livelihood Tax Delinquents

Gwanak-gu (District Mayor Park Jun-hee) will continue to carry out strong delinquent tax collection activities this year to secure fiscal soundness and implement fair tax administration, aiming to ensure stable revenue collection.


Following its selection as an ‘Excellent District’ in last year’s delinquent tax collection evaluation, the district has set a collection target of a total of 61.5 billion KRW, including 55.4 billion KRW in non-tax revenue and 6.1 billion KRW in delinquent local taxes, and plans to actively collect these amounts to establish a stable financial foundation.


This is an inevitable choice to meet the increasing administrative demands of residents amid the current situation of declining fiscal revenue due to economic downturn.


The district has built a system within the existing 38 Tax Collection Division to manage delinquent payments of various revenues such as fines and asset rental fees in an integrated manner. To achieve this year’s goals, it will strengthen interdepartmental cooperation and communication systems by implementing a monthly target management system by department and conducting departmental guidance and inspections.


Additionally, the district will enhance the job competencies of department staff through education on laws and systems related to non-tax revenue and will promote systematic delinquent tax collection activities by introducing delinquency notification services using KakaoTalk.


Since not all delinquent taxpayers are in the same situation, selective delinquent tax collection strategies will also be implemented.


For taxpayers who deliberately evade local taxes and conceal assets, strong measures will be enforced, including public disclosure of the list of high-amount and habitual delinquents, travel bans on those suspected of asset concealment or fleeing abroad, and promotion of auctioning seized properties.


In particular, since February this year, the district has been actively pursuing the seizure of virtual assets of delinquent taxpayers to discover and seize new assets.


Alongside delinquent taxpayer surveys, emergency welfare services (including livelihood, medical, and education support) and welfare programs for low-income groups will be linked for taxpayers struggling to maintain their livelihoods. Furthermore, various job support measures, such as customized employment assistance through the Job Center, will be connected to help delinquent taxpayers achieve economic independence.


District Mayor Park Jun-hee stated, “We will relentlessly pursue and collect from delinquent taxpayers who have the ability to pay but intentionally avoid payment, and for residents facing livelihood difficulties, we will link welfare and employment to create a happy Gwanak-gu where everyone lives together in harmony.”
