Selected for Seoul's '2025 Autonomous District Specialized Care SOS Project'... Secured 100 Million KRW Budget
Nowon-gu to Launch Specialized Care SOS Services: Visiting Hairdressing, Bathing, and Rehabilitation Exercise
Free Support for Recipients, Near-Poverty Groups, and Residents with Incomes Below 100% of the Median

Nowon-gu (Mayor Oh Seung-rok) announced today that it will launch the 'Nowon-type Specialized Care Service' starting in April.


The district was recently selected as the final winner in the '2025 Autonomous District Specialized Care SOS Service' contest hosted by Seoul City to discover and provide customized care services reflecting regional characteristics.


Accordingly, Nowon-gu secured the maximum budget of 100 million KRW per autonomous district and plans to add specialized care services to the existing Care SOS service to address blind spots in care.


The existing Care SOS project supports residents with an income below 100% of the median income who require urgent or temporary care. For those without caregivers or who cannot receive help through existing care systems, it has provided five major care services: ▲temporary home care (direct caregiving services at home) ▲short-term facilities (temporary protection) ▲accompaniment support (essential outings such as hospital visits) ▲housing convenience (home repairs and cleaning) ▲meal delivery (basic dietary support).


With this contest selection, Nowon-gu will be able to provide '3 Major Specialized Care SOS Services' additionally. The specialized care services will be offered free of charge to recipients, near-poverty groups, and residents with incomes below 100% of the median income. The district plans to newly introduce ▲visiting bathing service (customized bathing support at home) ▲visiting hairdressing service (for residents with mobility difficulties) ▲visiting rehabilitation exercise service (support for physical function recovery and muscle strengthening) to establish a more detailed care system.

The district planned this specialized Care SOS service based on the fact that in 2024, about 960 people will be eligible for temporary home care services, and among medical aid recipients, 4,754 residents are hospitalized due to conditions such as orthopedics, neurology, fractures, and paralysis, accounting for 30% of all medical aid hospitalizations.


In particular, reflecting the reality that residents with mobility difficulties face challenges in hygiene and health management, a customized care service was prepared to provide visiting hairdressing and bathing services and support rehabilitation exercises by directly visiting homes. Through this, the district aims to minimize care gaps and focus on helping recipients recover quickly and return to daily life.


The district plans to sign a business agreement with specialized care service providers in March and officially promote the specialized care services from April to December.


A district official said, “Providing visiting bathing, visiting hairdressing, and visiting rehabilitation exercise services appropriately along with the existing five major care services to residents in crisis due to injury or illness will improve hygiene conditions and shorten recovery periods, thereby reducing the caregiving burden on families.”


Oh Seung-rok, Mayor of Nowon-gu, said, “Even everyday matters that seem trivial in normal times can become major difficulties in crisis situations. Through this specialized care service, we will fill those gaps and help residents recover their daily lives stably.”
