Ministry of Gender Equality and Family Detects Violators of Employment Restriction Orders for Sexual Offenders
Names, Addresses, and Measures of Detected Institutions Disclosed on 'Sexual Offender Notification (e)' Website
A total of 127 individuals who have a history of sexual offenses and are prohibited from working at child and youth-related institutions were found to have been employed at schools or academies.
On the 18th, the Ministry of Gender Equality and Family announced that from April to December of last year, in cooperation with the Ministry of Education, local governments, and education offices, they conducted checks on whether individuals with a history of sexual offenses were employed at 570,000 child and youth-related institutions nationwide, including schools, private education facilities (hagwon, gyoseupso), and sports facilities, covering 3.9 million operators and workers. As a result, 127 people (82 workers, 45 operators) were found to be operating or employed at 128 institutions during their employment restriction period.
According to the Youth Sexual Protection Act, individuals who have been sentenced by the court with an employment restriction order due to sexual offenses are prohibited from operating or working at child and youth-related institutions during the restriction period. This is to block contact between sexual offenders and child and youth-related institutions to prevent the risk of children and youth being exposed to sexual crimes.
The government conducts annual checks to prevent individuals who did not have a history of sexual offenses at the time of employment or operation at child and youth-related institutions but later received an employment restriction order from hiding this fact and continuing to work.
Among the 127 individuals detected this time, 82 were dismissed, and the 45 operators faced measures such as institution closure (including operator changes).
The names, addresses, and details of measures taken against the detected child and youth-related institutions can be checked on the Sexual Offender Notification (e) website for three months. Starting this year, the verification period for inspection results will be extended up to 12 months.
The Ministry of Gender Equality and Family plans to strengthen education on the employment restriction system targeting institutions with high violation rates and conduct joint inspections with related agencies on enforcement measures following violations.
