Application at Community Service Centers Starting March 14, Same Legal Effect as Physical Resident ID Card
Available to All Residents Aged 17 and Older, Free Issuance via Information Pattern (QR Code) Method

Starting from March 14, 2025, residents of Mapo District can obtain a mobile resident ID card at the local community service center of their registered address. Park Gang-su, the mayor of Mapo District, visited the Seogang-dong Community Service Center at 2 p.m. on March 17 to personally receive a mobile resident ID card and inspect the processing status.


The mobile resident ID card is issued on an individual's smartphone in accordance with the Resident Registration Act and holds the same legal effect as a physical resident ID card. It can be used at all places requiring identification, such as public institutions, financial institutions, and hospitals, through a mobile app.


Any resident aged 17 or older can visit the community service center of their registered address to obtain a mobile resident ID card. There are two issuance methods: information pattern (QR code) and IC (Integrated Circuit) resident ID card.


Issuance via information pattern (QR code) is free of charge. By scanning a disposable information pattern (QR code) provided at the community service center through a smartphone app, the mobile resident ID card is issued immediately. However, in case of smartphone loss or replacement, reissuance must be done by visiting the community service center.


Replacement issuance of the IC resident ID card costs 10,000 KRW, which includes the existing physical resident ID card replacement fee of 5,000 KRW plus an additional 5,000 KRW IC chip fee.


When the IC resident ID card is tapped on a mobile phone, the mobile resident ID card is generated. Unlike the information pattern (QR code) method, reissuance can be done without visiting the community service center even if the phone is changed.


In particular, to promote the spread of mobile resident ID cards, residents who turn 17 and receive their first resident ID card will be issued an IC chip-embedded resident ID card free of charge.


Starting from December last year in Sejong City and from March 14 in Seoul, the nationwide issuance era has begun. From March 28, applications can be made at community service centers of other local governments regardless of the registered address or through Government24 online.


Mayor Park Gang-su stated, "The issuance of mobile resident ID cards will provide a more convenient environment for using identification cards," and added, "We will continue to strive to build better administrative services for our residents."
