The Constitutional Amendment Daegu-Gyeongbuk Resolution Rally will be held at 2:00 PM on the 18th in front of the Daegu YMCA Cafe in Jung-gu, Daegu. The event is co-hosted by the Korea Constitutional Association, National Action for Constitutional Amendment, National Conference for Decentralization, Women's Solidarity for Constitutional Amendment, National Innovation Constitutional Amendment Movement Headquarters, National Petition Headquarters for Constitutional Amendment, People Power Party Daegu City Chapter, Saemirae Democratic Party Daegu City Chapter, Saemirae Democratic Party Gyeongbuk Provincial Chapter, Reform New Party Daegu City Chapter, and Reform New Party Gyeongbuk Provincial Chapter. It is organized by the National Conference for Decentralization and the Daegu-Gyeongbuk Headquarters for Decentralization Movement, and sponsored by the Association of Governors of Korea, Association of Chairpersons of Provincial Councils of Korea, Association of Mayors, County Governors, and District Chiefs of Korea, and Association of Chairpersons of City, County, and District Councils of Korea as a campaign urging constitutional amendment.
Minwon Lee, Standing Co-Representative of the National Conference for Decentralization, will deliver the opening remarks. Nakyon Lee, member of the Korea Constitutional Association and former Prime Minister, will give the keynote speech. Eun Kyung Kim, Co-Representative of the Women's Solidarity for Constitutional Amendment, Hogwon Jang, Standing Co-Representative of the National Innovation Constitutional Amendment Movement Headquarters, and Si Jong Lee, Constitutional Amendment Committee member of the Korea Constitutional Association and former Governor of Chungbuk Province, are scheduled to deliver solidarity messages. The National Resolution for Constitutional Amendment will be read by Byunghyun Oh, Director of Member Activities at Daegu YMCA, and Minho Choi, Planning Committee Chair of the Daegu-Gyeongbuk Headquarters for Decentralization Movement.
In the opening remarks, Minwon Lee, Standing Co-Representative of the National Conference for Decentralization, is expected to state, "The current Constitution was born in 1987 out of the desire for direct presidential elections and democratization. While it was a brilliant achievement that ended the era of authoritarianism, 38 years later, the highly centralized presidential system has led to serious issues of excessive concentration and abuse of power, and has shown limitations in addressing challenges such as social polarization and inequality, low birth rates and aging, and the risk of regional extinction."
In his keynote speech, former Prime Minister Nakyon Lee will emphasize the urgent need for constitutional amendment, stating, "The unprecedented division and confusion among the people today stem from the winner-takes-all imperial presidency and the two-party system characterized by all-out confrontational politics. If we once again delay constitutional amendment, the chaos akin to civil war will not end but continue."
Participants in the resolution rally will pledge to break the imperial presidency, disperse power, realize consensus-based democracy alongside political pluralism, promote constitutional amendment for local autonomy such as a regionally representative upper house, and work towards introducing a national initiative system that allows the people to directly propose constitutional amendments.

Jung Cho, Co-Representative of the Daegu-Gyeongbuk Headquarters for Decentralization Movement, will deliver the opening remarks. Sangsoo Lee, Standing Co-Representative of National Action for Constitutional Amendment, and Seongho Ahn, Standing Co-Representative of the National Initiative for Win-Win Constitutional Amendment, will give greetings, and Cheolwoo Lee, Governor of Gyeongsangbuk-do, will give a congratulatory address.
Kiwou Lee, Advisor to the National Conference for Decentralization, is expected to emphasize in his keynote presentation, "To unite a nation and people divided by impeachment, the current Constitution, which allows for concentration of power, must be immediately amended. Through this, we must overcome confrontational politics and achieve national unity." He is expected to stress that the direction of constitutional amendment should focus above all on decentralization of executive power, decentralization of legislative power, local autonomy in legislation, and public participation in legislative power.
