The Gyeonggi Provincial Office of Education will implement strengthened measures to eradicate power abuse across all institutions starting this month to realize a power abuse-free Gyeonggi education environment.
The Office of Education has decided to enhance an effective, victim-centered handling system at every stage?from reporting power abuse to investigation, disposition, recovery, and follow-up management.
Specifically, the measures include ▲pre-consultation for all reports before investigating power abuse incidents ▲immediate commencement of investigations and adherence to a 30-day investigation period ▲warnings or more severe disciplinary actions if power abuse is confirmed, and disciplinary measures for repeated power abuse or secondary harm ▲professional psychological counseling for victim recovery ▲and follow-up inspections to prevent recurrence of power abuse.
Additionally, to diagnose the causes of power abuse, a survey will be conducted, and the ‘Power Abuse Thermometer,’ which measures the likelihood of power abuse occurrence, will be expanded to all institutions to enable autonomous improvement of organizational culture.
The Office of Education strictly guarantees confidentiality to prevent the leakage of personal information of reporters during the reporting and consultation process and prohibits any disadvantageous treatment resulting from reporting power abuse.
If anyone suffers from or witnesses power abuse, they can report it either anonymously or with their real name through the Office of Education’s website (Electronic Civil Service → Report Center → Power Abuse and Workplace Harassment Report Center).
Meanwhile, over the past three years, the number of power abuse reports to the Office of Education decreased by 39.2%, from 222 cases in 2022 to 135 cases in 2024, and the percentage of respondents reporting experiences of power abuse in the survey dropped by 7 percentage points, from 20.9% to 13.9% during the same period.
However, according to the 2024 Public Institution Comprehensive Integrity Evaluation, internal members still perceive that power abuse incidents continue to occur.
