Residents Demand Relocation of 'Hansol' Factory Due to Odor and Other Conflicts

On the 16th, Lee Jaejong, the Democratic Party candidate for Damyang County Governor, held a policy meeting at the Daejeon-myeon Administrative Welfare Center attended by Lee Kyuhyun, Jeonnam Provincial Assembly member, Jang Myungyoung, Damyang County Council member, and officials from the Hansol Papertac countermeasure committee to discuss the relocation of the Hansol factory and measures for the Greenbelt release. Lee Jaejong, the Democratic Party of Korea candidate for Damyang County Governor, held a policy meeting with the Hansol Papertech (hereafter Hansol) countermeasure committee and others at the administrative welfare center in Daejeon-myeon on the 16th. He stated, "We will prepare win-win measures such as the relocation of Hansol and propose an expansion of the total amount for Green Belt deregulation." The policy meeting was attended by Lee Gyuhyun, a member of the South Jeolla Provincial Council, Jang Myeongyoung, a Damyang County Council member, and the Hansol countermeasure committee.
Hansol is a manufacturer of kraft paper and boxboard that began in 1983 in Daejeon-myeon, Damyang, under the name Yangyeong Paper. Of Hansol's 9,770 pyeong of land, 74% is designated as Green Belt. The company has been in conflict with local residents due to issues such as odor and alleged unauthorized use of national land, and controversies over illegal construction, including unauthorized expansion of building coverage and floor area ratio, have led to investigations by the National Human Rights Commission and the Ministry of Land, Infrastructure and Transport.
The county formed an environmental countermeasure committee related to Hansol in 2018 and held two public hearings, demanding the relocation of the factory and a ban on the use of SRF. Hansol initially promised to relocate within ten years, but tensions escalated as the company changed its stance and filed an administrative appeal against the ban on SRF use.
Candidate Lee plans to establish a dedicated administrative department and create a legal support group for the governor, consisting of Minbyun and environmental law experts, to provide ongoing management and request the designation of the area as an odor management zone under the Odor Prevention Act.
He also plans to reorganize the public-private-government countermeasure committee for Hansol's relocation, establish a two-way communication channel, conduct quarterly task implementation checks, and actively seek support measures for the relocation.
In addition, he intends to consult with the Democratic Party of Korea's central committee and South Jeolla Province to propose expanding the total amount of Green Belt deregulation for the site following Hansol's relocation.
Candidate Lee stated, "Hansol has occupied the Green Belt for over 40 years and has caused serious local conflicts due to odor and other issues. Through a change in government led by the Democratic Party of Korea and an organic cooperation system with related agencies such as South Jeolla Province, I will do my utmost to secure the relocation of Hansol and the expansion of Green Belt deregulation for the benefit of county residents."
Meanwhile, candidate Lee was born in Subuk-myeon, Damyang County, and has served as an administrative officer at the Presidential Secretariat in the Blue House, deputy spokesperson for the Democratic Party of Korea, chief deputy spokesperson for Moon Jaein's presidential campaign in Gwangju, and head of policy media for the Democratic Party of Korea. Recently, he was appointed as the chairman of the Democratic Party's Damyang County Tourism Industry Development Special Committee.
