Gwangju Gwangsan-gu to Address Employment Discrimination in Directly Operated Welfare Facilities

Gwangsan-gu in Gwangju is set to implement institutional reforms to resolve employment discrimination issues among employees at its directly operated welfare facilities.

According to Gwangsan-gu on the 13th, the five directly operated welfare facilities currently in operation (Haengbok Dream General Social Welfare Center, Cheomdan General Social Welfare Center, Gwangsan Eodeung Regional Self-Sufficiency Center, Deobureorak Senior Welfare Center, and Gwangsan-gu Disabled Welfare Center) have seen differences in wages and welfare benefits among social workers due to varying employment types such as permanent public employees, part-time contract employees, and fixed-term employees.


To resolve such discrimination and improve the efficiency of personnel management, the district plans to conduct open recruitment for positions eligible for conversion to permanent public employment. Accordingly, when the term of a contract employee ends, the position will be converted to a permanent public employee and filled accordingly. In the future, once the (tentatively named) Gwangsan Welfare Foundation is established, the district is also considering hiring employees as general staff.


An official from the district stated, "This measure reflects the strong commitment of Chief Park Byungkyu," adding, "Based on our experience in actively converting non-regular workers to regular positions, we will communicate with employees and develop reasonable improvement measures."
