Into the History of Nowon Baeksamaeul, 'Seoul's Last Dal-dongnae'...

Demolition Begins in April
Construction to Start in Late 2025,
Completion Targeted for 2028

Nowon-gu (Mayor Oh Seung-rok) announced that it is accelerating the transformation of Junggyebon-dong’s ‘Baeksamaeul (104 Village),’ the last hillside neighborhood in Seoul, into a premium residential complex by preparing for changes to the housing redevelopment maintenance plan and integrated review by the Seoul Metropolitan Government.


Baeksamaeul was formed in the late 1960s when demolition victims relocated due to the development of central Seoul areas such as Yongsan, Cheonggyecheon, and Anam-dong. It has been undergoing redevelopment since the development restriction zone was lifted in 2008 and it was designated as a housing redevelopment maintenance zone the following year.


At that time, the Korea Land and Housing Corporation (LH), the project implementer, abandoned the project amid controversies over declining feasibility, and conflicts among residents over development methods and project costs caused difficulties.


The Baeksamaeul housing redevelopment project, scheduled to start construction by the end of 2025 and complete by 2028, plans to change the integrated maintenance plan so that there is no distinction between general sale complexes and rental complexes.


Through this change, approximately 3,100 households with a maximum of 35 floors or less will be supplied. The construction company is GS Construction.


The Baeksamaeul Residents’ Representative Council convened a general meeting of all landowners on the 6th and obtained residents’ consent on agenda items including ▲approval of the project implementation plan according to the integrated review ▲approval of the breakdown of maintenance project costs by landowners according to the integrated review ▲approval of the religious facility agreement and delegation of consultation progress ▲allocation of reserved land, among others, and passed the resolutions.

Currently, most residents have completed relocation, and demolition work is in full swing. Recently, after passing the Nowon-gu Architectural Demolition Expert Committee review, preparations for full-scale demolition work such as fence installation are underway.


The Baeksamaeul redevelopment project was made possible through close cooperation between the Seoul Metropolitan Government and Nowon-gu. In 2017, Seoul Housing & Communities Corporation (SH) was designated as the new project implementer, and efforts were made to resolve conflicts and manage the situation. After collecting local residents’ opinions and holding a total of 33 persistent meetings and reviews to establish a maintenance plan suitable for the local characteristics, the plan was approved by the Seoul Metropolitan Government Urban Planning Committee in May 2019.


Subsequently, the project implementation plan was approved in March 2021, the construction company (GS Construction) was selected in December of the same year, landowners applied for sales in December 2022, and the management disposition plan was approved in March 2024, after which resident relocation began.


After construction starts in the second half of this year and the project is completed in 2028, this area, once the last hillside neighborhood in Seoul, will be transformed into a premium residential complex harmonizing with nature at the foot of Bukhansan Mountain. Within about a 15-minute walk, there is an educational environment with the Eunnang Intersection academy district and school district representing the Gangbuk area, and transportation conditions are expected to improve significantly with the construction of the Dongbuk Line light rail, enabling access to Wangsimni within 20 minutes.


The district plans to focus administrative capabilities to ensure that subsequent procedures proceed quickly, as the Baeksamaeul redevelopment project has been delayed for a long time, causing residents’ fatigue and serious deterioration of buildings, raising safety concerns.


Oh Seung-rok, Mayor of Nowon-gu, said, “Baeksamaeul represents the deteriorated residential environment of Nowon,” and added, “We will spare no support to ensure that Nowon-gu’s largest issues, redevelopment and reconstruction projects, proceed smoothly.”
