Hwang Kyunga, Gwangju Nam-gu Council Member: "Establishing the Facilities Management Corporation Increases Financial Burden" Hwang Kyunga, a member of the Gwangju Namgu Council, giving a '5-minute speech.'

There have been claims that the establishment of the Facility Management Corporation, currently being promoted by Nam-gu, Gwangju, will result in significant financial burden due to the massive budget required during the process.


On the 12th, during the first plenary session of the 310th temporary meeting, Hwang Kyunga, a member of the Nam-gu Council of Gwangju, stated in her 'five-minute speech', "The financial independence rate of Nam-gu is at 14.7%, which is among the lowest nationwide. In particular, the repayment amount for the 'Nam-gu Integrated Government Office Remodeling Development Project' reaches approximately 36 billion KRW," she pointed out.


She continued, "The 'Integrated Fiscal Stabilization Fund', which has been accumulating resources since 2023 in preparation for financial threats, has used 34 billion KRW over two years out of 37 billion KRW, leaving only 3 billion KRW this year. The executive branch plans to cut 10% from each department's budget in the first supplementary budget for 2025 to implement austerity measures reflecting various economic situations," she said. "The executive branch claims that establishing the Facility Management Corporation and outsourcing tasks is a way to save the budget, but in reality, it will require a massive budget and could pose financial risks due to potential losses during operation," she criticized.


Hwang added, "The priority should be to pay off the debt Nam-gu is carrying and to secure fiscal soundness and stability. Only after that should the establishment of the corporation be considered." She also suggested, "I hope the plan for installment repayment of the development commission over the next ten years will be discussed with the Nam-gu Council."
