Citizens Directly Participate in Identifying and Resolving Blind Spots in Grievance Complaints
Appointment Letters Presented to 38 Members of the Citizen Participation Group

The introduction of this Citizen Participation Group is a pioneering system implemented for the first time among local government grievance committees nationwide, with the core focus on citizens directly identifying and resolving grievance complaints.
At the inauguration ceremony, Im Dong-bon and Park Wan-jung, co-chairs of the Citizen Grievance Committee, presented appointment letters to 38 members of the Citizen Participation Group selected through an open recruitment process in February. This was followed by preliminary job training, including guidance on the roles and activities of the Citizen Participation Group and sharing cases of the Seongnam City Citizen Grievance Committee’s activities.
Mayor Shin Sang-jin of Seongnam City stated, “Since this system was introduced to listen to and resolve grievance complaints from the citizens’ perspective, I ask you to actively participate with pride and responsibility as members of the Citizen Participation Group by identifying difficulties faced by citizens that have not been revealed so far and carefully examining complaints from diverse viewpoints and insights.”
Going forward, the Citizen Participation Group will directly engage in resolving grievance complaints through activities such as △ promoting the role of the Citizen Grievance Committee △ discovering grievance complaints and unreasonable administrative systems related to Seongnam City △ participating in the grievance complaint jury system.
Meanwhile, in 2024, a total of 143 grievance complaints were received and processed by the Seongnam City Citizen Grievance Committee, including online submissions and in-person consultations, with the highest number of complaints (68 cases) related to transportation and road sectors.
Following the recommendation of the Anti-Corruption and Civil Rights Commission last year, Seongnam City changed the name from ‘Citizen Ombudsman,’ used in the ‘Ordinance on the Establishment and Operation of the Seongnam City Citizen Ombudsman’ enacted in 2015, to the Citizen Grievance Committee.
