Implementing Citizen-First Permit Administration for Balanced Development and Preservation
Gimpo City, Gyeonggi Province (Mayor Kim Byung-su) is accelerating efforts to enhance citizen convenience in daily life, and plans to consecutively open public buildings such as Modam Library and Pungmu Sports Center this year.

According to Gimpo City on the 11th, Modam Library, which will serve as a representative complex cultural hub facility of the city, is currently over 98% complete with a target completion in the first quarter of this year. Modam Library consists of one basement floor and three above-ground floors, with a total floor area of 8,682㎡.
The Pungmu Sports Center, scheduled for completion this year, is a building with one basement floor and three above-ground floors, covering a total floor area of 3,193㎡. It plans to include a multipurpose gymnasium and a gateball field. Additionally, the Gimpo Veterans Hall, with one basement floor and four above-ground floors totaling 1,833㎡, is set to be constructed in Pungmu-dong.
Jungbong Library will be newly renovated this year. Selected for the Gyeonggi-do Green Remodeling Contest, Jungbong Library will invest 4.5 billion KRW to improve energy performance by upgrading the heating and cooling system, insulation materials, and windows. Construction will begin this month, with completion planned for October.
With consecutive public building projects underway, the city is actively working to strengthen building safety management to create a safe building environment that citizens can trust and to prevent safety accidents.
The Regional Building Safety Center (team), established in 2021, has conducted safety inspections on 810 sites up to last year and continues to focus on citizen safety by conducting concentrated safety inspections at construction sites, religious facility steeples, and construction sites during the monsoon season. This year, a safety management TF team for construction sites will operate, conducting on-site inspections at least once per quarter to focus on preventing major accidents in advance.
Meanwhile, Gimpo City announced that the cadastral resurvey project districts for this year are Taeri 2 District in Gochon-eup and Chowon District in Daegot-myeon.
The cadastral resurvey project is a national project promoted to efficiently manage land and protect citizens' property rights. It is an important project that increases land use value and promotes regional balanced development.
Starting with the first-year project in 2013, Gimpo City plans to conduct cadastral resurvey on a total of 38 districts, 35,762 parcels, and 23,866,000㎡ by 2030. Up to last year, the 11th-year project covering 708 parcels and 405,724㎡ has been completed.
Since cadastral information forms the basis for urban housing and various taxation, the project will continue steadily until its completion in 2030 under the "Special Act on Cadastral Resurvey." The cadastral resurvey will clarify and straighten land boundaries, protecting citizens' property rights and increasing land utilization, which is expected to serve as a foundation for the development of agriculture and various industrial activities.
In addition, to establish order in real estate transactions, the city is actively promoting the "Safe Jeonse Gatekeeper Movement" to prevent Jeonse fraud and establish a culture of Jeonse contracts. Collaborating with licensed real estate agents and eup/myeon/dong offices, the city operates a one-stop service for detailed address registration upon tenant move-in by including detailed address owner consent in lease contracts, providing customized services that satisfy citizens.

Gimpo City implements citizen-first permit administration to enable planned development in areas without legal defects, such as farmland, forest land, and disaster-prone areas that require preservation.
In particular, a free consultation office (open on the first and third Tuesday) warmly welcomes visitors and phone inquiries, enhancing citizen convenience by providing friendly, prompt, and accurate one-stop administrative services, offering customized solutions for civil complaints and mediating grievances.
When applying for factory establishment (registration) related civil complaints, the city provides business plan writing services and free consultation to verify pre-location standards for factory establishment, contributing to improving citizen satisfaction and revitalizing the local economy.
Meanwhile, even for minor building mark changes such as simple partition installations, applicants currently have to request and submit drawings from architectural offices, which imposes a significant economic burden.

In response, the Comprehensive Permit Division is addressing citizens' economic burdens by having the responsible staff modify CAD drawings and register them in the building register for minor cases, resolving issues from the citizens' perspective and receiving great positive feedback.
