Discussion on System Activation and Early Settlement Measures, Including Expansion of Tax Benefits and Introduction of Corporate Donations

On that day, about 50 people including officials from the Ministry of the Interior and Safety, the main government department in charge, local government officials, and experts gathered to analyze the 2024 fundraising performance and discuss system improvements and early settlement through presentations of overseas and domestic cases.
First, in the presentation titled ‘Analysis of the 2024 Hometown Love Donation System Operation Results (Jeon Young-jun, Researcher),’ a quantitative analysis was conducted on the actual impact of the 2024 fundraising performance on local finances, and it was empirically demonstrated that it greatly contributes to expanding local finances by region and type of local government.
Next, the second presentation, ‘Comparative Analysis and Implications of the Korea-Japan Hometown Love Donation System (Won Jong-hak, Korea Institute of Public Finance),’ analyzed the performance results of Japan’s hometown tax payment system and conducted a regression analysis on Korea’s fundraising performance over the past two years to analyze the impact of donation amounts on local government finances.
Finally, in the presentation of outstanding fundraising cases in 2024, △ Dong-gu, Gwangju Metropolitan City (Kim Hee-seon) △ Main Office, Daejeon Metropolitan City (Lee Ye-ji) △ Nonsan City, Chungcheongnam-do (Jo Hyun-seok) shared their strategies and future plans for achieving excellent results, receiving enthusiastic responses from the attending local government officials.
In particular, designated discussants Yeom Myung-bae (Chungnam National University), Lim Sang-soo (Chosun University), Kim Ki-hong (Nongmin Sinmun), and Kim Cheol (Ministry of the Interior and Safety) emphasized that while increasing donation amounts is important, the system should be firmly established to foster a healthy donation culture, revitalize the local economy, and contribute to balanced regional (national) development in line with the system’s original purpose.
Additionally, opinions were presented for system activation and early settlement, including △ utilization methods of private platforms introduced to diversify fundraising channels and minimizing expected side effects △ expansion of tax benefit support △ introduction of corporate donations.
President Yuk Dong-il stated, “Although the Hometown Love Donation System is only in its third year since its introduction, looking at Japan’s operational performance so far, when the Korean-style Hometown Love Donation System is settled and developed, it can achieve more donation results than Japan.” He added, “To play a foundational role in achieving these goals and system development, we will continue to hold research meetings and provide policy research support without hesitation.”
The Korea Institute of Local Administration, established in 1984, is a policy research institution that leads the development of national tasks related to local autonomy, policy, and system formulation, and faithfully performs functions such as providing vision and advice to local governments, management diagnosis, and consulting. As a central institution leading local autonomy, the institute has contributed to the development of local autonomous administration in Korea through numerous research activities and has played a key role in establishing an academic foundation related to autonomous decentralization and balanced development.
