‘Good Care Monitoring’ Project Launched for 3,000 Households That Lost Basic Livelihood Security
Timely Welfare Benefits Provided to Vulnerable Groups in Need of Support Such as Livelihood Assistance
Geumcheon-gu (Mayor Yu Seong-hoon) announced that it will be the first in Seoul to conduct a full survey targeting households that lost eligibility for basic livelihood security benefits, and implement the ‘Good Care Monitoring’ project to provide necessary services in a timely manner.
‘Good Care Monitoring’ is a project that continuously monitors households that lost benefit eligibility and provides individual guidance to those likely to reapply, ensuring welfare benefits are supported promptly.
Under the existing welfare system, even when the reasons for losing basic livelihood security eligibility are resolved, recipients often miss the appropriate time to reapply because they are unaware of the change.
Last year, 2,946 households that lost basic livelihood security benefits are hidden vulnerable households on the borderline between recipients and non-recipients, economically vulnerable groups. The district plans to actively identify these hidden vulnerable households to eliminate welfare blind spots and support them in receiving welfare benefits in a timely manner.
The main monitoring targets are households excluded or suspended from selection whose annual income, property, and other changes have been confirmed. In particular, reflecting the annually changing income and property standards, regular monitoring is conducted, and 1:1 welfare counseling is provided to households whose reasons for loss have been resolved to support the application process. A district official stated, “Most recipients do not know the exact timing when the reasons for loss are resolved, so they often miss the opportunity to reapply,” adding, “Through the Good Care Monitoring project, we plan to strengthen continuous management and guidance so that vulnerable groups in need of customized benefits can apply in a timely manner.”
Yu Seong-hoon, Mayor of Geumcheon-gu, said, “Although there are various systems to support vulnerable households and discover welfare blind spots, welfare gaps still occur,” and added, “Through this project, we will implement more proactive welfare administration and build a more thorough welfare safety net to create a Geumcheon without welfare blind spots.”
