All-Out Safety Measures for Downtown Rally:
Seoul Metro to Operate Disaster Situation Room and On-Site Command Post
232 Safety Personnel Deployed at Seven Key Stations Including City Hall, Anguk, Gwanghwamun, and Yeouido

Seoul Metro will implement special management measures ahead of a large-scale downtown rally scheduled for March 8.


Additionally, if there are safety concerns on the day of the impeachment trial verdict, the closure of Anguk Station on Line 3, where the Constitutional Court is located, will also be considered.


During the March 1st rally, the number of passengers boarding and alighting at City Hall Station (201%), Gwanghwamun Station (184%), and Yeouido Station (198%) approximately doubled compared to normal days. In particular, Gwanghwamun Station on Line 5 experienced a surge in crowds, resulting in one non-stop pass-through, and exits 2, 3, and 9 were closed from 14:30 to 15:20.


The corporation plans to comprehensively ensure safety by operating a disaster situation room at headquarters and an on-site command post at the rally location. A total of 232 safety personnel and material resources, 191 more than usual, will be concentrated at seven stations expected to have dense crowds: City Hall Station on Lines 1 and 2; Anguk Station and Gyeongbokgung Station on Line 3; and Gwanghwamun Station, Yeouido Station, and Yeouinaru Station on Line 5.


Depending on passenger inflow, measures such as non-stop pass-throughs and station entrance closures may be implemented at these stations. In the event of crowding inside the stations, safety measures including sequential control of entry passages and escalator stoppages will also be enforced to prevent accidents.


Furthermore, four trains?two each on Lines 2 and 5?will be kept on emergency standby and operated to alleviate congestion within the stations.


Notices regarding station and train operations will be provided through destination information displays, the corporation’s website, social media channels, and the ‘Ttota Subway’ application.


The corporation will strengthen safety by establishing a cooperative system with related agencies such as the Ministry of the Interior and Safety, Seoul Metropolitan Government, National Police Agency, and local districts. Police will be deployed around station entrances to maintain order, and additional police support will be requested if necessary for non-stop pass-throughs and entrance controls.


In the event of extreme congestion and safety concerns due to crowding on the day of the impeachment trial verdict, Anguk Station on Line 3, where the Constitutional Court is located, will be closed. If Anguk Station is closed, congestion management measures will be implemented at nearby stations such as Jongno 3-ga Station and Jonggak Station.


Baekho, President of Seoul Metro, stated, “We are planning the highest level of response by mobilizing all of the corporation’s resources in preparation for the large-scale downtown rally,” and added, “We will do our best to prioritize citizens’ safety and prevent any safety accidents caused by crowding.”
