‘For a Happy Ulsan for All Generations’... Ulsan City Holds Population Policy Committee Meeting

Review of the 2025 Ulsan City Population Policy Implementation Plan

Ulsan City will hold the Ulsan Metropolitan City Population Policy Committee meeting at 11 a.m. on the 6th in the large conference room on the 2nd floor of the city hall main building.


At this event, about 20 committee members, including Chairman Mayor Kim Du-gyeom, will attend to review the ‘2025 Ulsan City Population Policy Implementation Plan (draft)’ according to the Ulsan City Population Policy Comprehensive Plan (2022?2026) and gather various opinions on the direction of population policy.


The ‘2025 Implementation Plan’ under review that day is composed of four areas with the vision of ‘Ulsan, a city where all generations are happy and want to live’: ▲ Strengthening the foundation of a future growth city ▲ Improving residential conditions ▲ Enhancing customized support throughout life stages ▲ Proactive response to population changes.


According to the ‘2025 Implementation Plan,’ a total project cost of 1.1031 trillion KRW will be invested.


It will strengthen the foundation of a future growth city through designation of a distributed energy special zone, creation of an urban convergence special zone, and implementation of the Ulsan-type metropolitan visa. It will improve residential conditions by promoting tram construction and supporting noise prevention mats between floors, focusing on demand-centered housing support.


Additionally, it will enhance customized support throughout life stages by providing a 300,000 KRW allowance for (external) grandparents caring for grandchildren, designating and operating additional Dalbit Daycare Centers, and issuing the Child Culture Pass Card. It plans to proactively respond to population changes by promoting education development special zones and free bus services for the elderly.


As of January this year, Ulsan City’s total population is 1,125,532 (1,097,821 Korean nationals and 27,711 foreigners).


After peaking at 1,199,700 in 2015 and showing a declining trend, the population began to increase from September 2023, recently fluctuating slightly between increases and decreases. The total population decline is slowing due to a decrease in the outflow of Korean nationals and an inflow of foreigners.


In particular, according to the Statistics Korea announcement on February 26, last year Ulsan’s number of births was 5,300, an increase of 200 (4%) compared to the previous year. The total fertility rate was 0.86, ranking first among special and metropolitan cities.


Mayor Kim Du-gyeom said, “The increase in the number of births and total fertility rate last year is the result of creating jobs through active investment attraction, leading to a virtuous cycle of population inflow, stable living, marriage, and childbirth.” He added, “We will actively respond to population decline by implementing effective policies in various fields such as jobs, housing, and culture.”


Ulsan City operates the Ulsan Metropolitan City Population Policy Committee based on the ‘Ulsan City Population Policy Basic Ordinance,’ consisting of a total of 30 experts from various fields including children and welfare, urban planning, architecture, housing, transportation, culture, jobs, and economy.


The main roles include reviewing the establishment and implementation of comprehensive population policy plans and annual implementation plans, as well as discovering and proposing population policies.
