According to Goyang Special City on the 6th, the forum, hosted by the Ministry of Land, Infrastructure and Transport’s Metropolitan Area Wide-Area Transportation Committee, the Korean Society of Transportation, the Korea Transport Institute, and the Korea Land and Housing Corporation, was held under the theme “Exploring Directions and Strategies for Improving Metropolitan Transportation to Enhance Mobility Convenience for Residents of the 1st Generation New Towns.”


Goyang currently has a population exceeding 1.08 million, which is expected to increase to 1.26 million by 2035. Additionally, continuous development projects at the national and local government levels are underway, including the 3rd Generation New Town Changneung District, Broadcasting Video Valley, and Techno Valley.


Considering the large-scale population influx and increased traffic volume, the redevelopment of aging planned cities requires sufficient infrastructure and the introduction of diverse transportation modes.


At the forum, Mayor Lee Dong-hwan presented a metropolitan transportation network plan reflecting development plans in line with the designation of an economic free zone, which is being promoted to transform the city into a self-sufficient city.


He also emphasized the urgent need for metropolitan-level improvement measures to ensure the successful redevelopment of the 1st Generation New Town and revealed that they are reviewing plans to extend the underground expressway between Goyang and Yangjae from the Hyeoncheon Junction to Isanpo IC.


If this plan proceeds as intended, travel from Goyang to Gangnam will be possible within 30 minutes, and an induced production effect of approximately 26.7 trillion KRW is expected.


Furthermore, he pointed out the necessity of reflecting in the 5th National Railroad Network Construction Plan and the 5th Metropolitan Area Wide-Area Transportation Implementation Plan the following: ▲Extension of Line 9 express to Daegok ▲Extension of Goyang-Eunpyeong Line to Ilsan ▲Line 3 express ▲Electrification of the Gyoeoseon Line ▲Extension of the Shinbundang Line to Ilsan ▲Increase in trains on the Gyeongui-Jungang Line. He also stressed the need to incorporate plans utilizing Daegok Station, a penta-station area where five railway lines intersect, to actively promote these projects at the central government level.


Finally, Mayor Lee Dong-hwan offered policy suggestions regarding considerations when developing new towns.


As the population increases, transportation issues become more severe; therefore, he proposed a direction not focused solely on “housing supply” but on creating “cities as living spaces” that satisfy citizens.


He concluded by expressing that administrative efforts are being concentrated to create “Inclusive City Goyang,” a metropolitan hub city in northern Gyeonggi and the western Seoul metropolitan area that can embrace surrounding cities and people.


The Ministry of Land, Infrastructure and Transport plans to review the contents of this forum and derive various improvement measures to establish the 5th Metropolitan Transportation Implementation Plan.
