13 Ordinance Bills, 2 Consent Bills, and 1 Approval Bill
The Seosan City Council in Chungnam convened the 1st plenary session of its 303rd extraordinary meeting on the 5th, commencing an eight-day session.
During this extraordinary meeting, a total of 24 agenda items will be reviewed and processed, including 13 ordinance bills, 2 consent bills, 1 approval bill, the 2025 first supplementary budget bill, and the fund operation change plan.
Major agenda items include the Ordinance on Support for Elderly Disease Patients in Seosan City (proposed by Councilor Ga Sun-suk) and the Partial Amendment Ordinance on the Creation and Management of Urban Forests in Seosan City (proposed by Councilor Kim Yong-kyung).
During the five-minute speech at the plenary session, Councilor Han Seok-hwa urged for the protection of the health rights of the local community and residents in relation to the Hyundai Oilbank wastewater leak. Councilor Moon Soo-gi also pointed out, "The phenol wastewater leak is a deliberate and organized crime." Councilor Choi Dong-mook called for the adoption of a proposal urging the imposition of a fine on Hyundai Oilbank, which has been rejected six times, while Councilor Lee Jeong-su urged for measures to overcome the crisis at the Daesan Petrochemical Complex and for its designation as a preemptive response area.
Additionally, the council adopted a proposal led by Councilor An Won-gi, urging the Air Force 20th Fighter Wing to prioritize the use of agricultural products from noise-affected areas.
The proposal for an administrative investigation into the Seosan City Yechon District public parking lot (Chorok Square) project, led by Councilor Moon Soo-gi, was put to a vote after Councilor Lee Su-ui's Q&A, opposing debates by Councilors Lee Jeong-su and An Won-gi, and supporting debates by Councilors Choi Dong-mook and Lee Kyung-hwa. The result was 6 votes in favor and 8 against, and the proposal was rejected.
Chairman Cho Dong-sik stated, "The review of the budget bill is the most serious matter for all Seosan City Council members, as it is about executing citizens' taxes efficiently," adding, "We will examine and discuss thoroughly to ensure that citizens' taxes are used more valuably."
