Implementation of Special Measures (A.C.T.0)
to Reduce Accidental Deaths

As 11 accidental deaths occurred in the Busan area up to February recently, the Busan Regional Headquarters of the Korea Occupational Safety and Health Agency (Director Jeong Jong-deuk), together with the Busan Regional Employment and Labor Office, Busan Dongbu, and Busan Bukbu Branch Offices, is implementing a special accident death reduction measure (A.C.T.0) to suppress fatal accidents and change the atmosphere.


A.C.T.0 (Accelerated Core Tack-Zero) means achieving 'zero' deaths through rapid core strategies for accident prevention.


Since the frequency of fatal accidents in the Busan area is high every first quarter, core risk factors are intensively inspected focusing on the three major high-risk industries (construction, machinery, shipbuilding) considering the risk of fatal accidents.


First, using a patrol method, fire, explosion, and fall risk factors are inspected mainly at construction sites where fire-vulnerable work (such as finishing processes) is underway, and patrols will also be strengthened for exterior wall scaffolding work in apartment complexes.


In addition, machinery manufacturing workplaces with high-risk equipment and workplaces employing foreign workers will undergo close inspections to improve risk factors such as equipment entrapment and collisions, and shipyards will form a joint inspection team with the Ministry of Employment and Labor and the Agency to focus on checking the implementation of improvements for risks such as falls and entrapment.


Accordingly, all organizational capabilities will be concentrated to directly inspect about 500 workplaces by the first quarter, and efforts will be made to spread a safety culture through education for workplace personnel and meetings with service industry associations.


Director Jeong Jong-deuk stated, “We will make every effort across the organization to ensure continuous management and that an occupational accident prevention safety culture takes root in all workplaces so that backward-type accidents can be eradicated.”
