Ministry of Science and ICT Seeks Opinions on 'Frequency Allocation System Improvement' Amid Fourth Mobile Carrier Failure

Public Consultation to Be Held at 2 p.m. on the 28th
Presentations on System Improvement and Overseas Cases Followed by Discussion

The Ministry of Science and ICT announced on the 27th that it will hold a public consultation on the 'Frequency Allocation System Improvement Plan' at 2 p.m. on the 28th at the EL Tower in Yangjae-dong, Seoul.


The Ministry of Science and ICT and the Korea Information Society Development Institute (KISDI) will present the 'Frequency Allocation System Improvement (Draft)' and the 'Status of Overseas Frequency Allocation Systems' at the event. Following this, a panel discussion chaired by Professor Hong In-gi of Kyung Hee University will be held, with participants including Professor Kim Beom-jun of Catholic University, Professor Lee Seung-min of Sungkyunkwan University, Park Jong-gye, Head of the Korea Network Industry Association, Yoon Myung, Secretary General of the Citizens' Coalition for Consumer Rights, Park Ji-hyun, Director of KISDI, Lee Seung-hoon, Head of the Korea Communications Agency (KCA), and Nam Young-jun, Director of Frequency Policy Division.


The improvement of the frequency allocation system was initiated following the cancellation of the selection of the corporation eligible for frequency allocation in July last year. At that time, StageX offered the highest bid of 430.1 billion KRW in the 5G 28 GHz band frequency auction and was selected as the allocation target, but the selection as the fourth mobile carrier was canceled due to reasons such as insufficient capital payment. Subsequently, the Ministry of Science and ICT operated a research team to review whether there were any points to supplement in the overall frequency allocation system, and on the 15th of last month, it announced the results of discussions by the research team related to strengthening the competitiveness of MVNOs and policies for new operators, also revealing the direction for improving the frequency allocation system. The Ministry plans to review and reflect the opinions collected on the day and promote legislative amendments for system improvement.


The public consultation will be broadcast live online via Naver TV and YouTube.
