119 Missing Prospective Elementary Students... Police Investigation Underway

A total of 356,258 children eligible for 2025 school admission
99.9% have been located
Whereabouts of 119 children, including 112 abroad and 7 in Korea, are still being confirmed

Among the prospective elementary school students entering school this year, 119 children’s whereabouts have not been confirmed. The police are currently investigating these cases.

On the 27th, the Ministry of Education announced that, as a result of the preliminary enrollment process for 356,258 children eligible for the 2025 school year, the whereabouts of 356,139 children (99.9%) were confirmed.


Of the 119 children whose whereabouts were not confirmed, 112 are believed to have left the country, and investigations have been requested through the Ministry of Foreign Affairs and overseas diplomatic missions to local police authorities. The remaining 7 children are presumed to be residing domestically.


New students scheduled to enter elementary school this year completed their preliminary enrollment over 52 days from December 11 of last year to January 31 of this year. This preliminary enrollment was conducted in person to verify the whereabouts and safety of children eligible for school enrollment. If a child did not attend the preliminary enrollment, schools and local governments confirmed the child’s whereabouts and safety through phone and video calls, verification of entry and exit records via shared administrative information, and home visits.


If it was difficult to confirm a child’s whereabouts and safety, the matter was immediately referred to the local police station for investigation. Last year, among 369,441 children, the whereabouts of 116 were not confirmed, and the police conducted investigations.


The Ministry of Education plans to continue multifaceted support to ensure that new elementary school students can smoothly enter compulsory education after the March enrollment date. Additionally, based on organic cooperation among schools, local governments, police, and other related agencies, the ministry will verify the whereabouts and safety of all children eligible for school enrollment.
