Self-Inspection of Private Construction Sites
Joint Inspections with Participation of Relevant Experts
Yeongju City in Gyeongbuk Province will conduct a "2025 Safety Inspection for Prevention of Safety Accidents during the Thawing Period" from March 4 to 28, targeting 96 private construction sites.

The thawing period is a time when the frozen ground surface from winter melts, increasing the likelihood of ground subsidence, deformation, and cracks, thereby raising the risk of safety accidents.
Especially this year, due to heavy snowfall and rainfall as well as prolonged cold waves, the risk of accidents caused by ground weakening is expected to be higher. Accordingly, Yeongju City plans to thoroughly inspect the safety of construction sites and strengthen preventive measures in advance.
The inspection targets are 96 private construction sites subject to building permits under Article 11 of the Building Act, with a total floor area of 660㎡ or more, or those with a high risk of safety accidents. Among these, sites with ongoing basement and excavation work will undergo joint inspections involving Yeongju city officials and experts from related fields, while the remaining sites will be managed through the city’s own inspections.
The main inspection items include ▲ overall management status of construction sites in preparation for the thawing period ▲ presence of ground subsidence or cracks in buildings caused by the melting of frozen ground ▲ occurrence of risk factors in structures and cut-and-fill slopes ▲ appropriateness of safety and quality management in construction work, and safety management status of ground subsidence on surrounding and nearby roads.
Minor issues found during the inspection will be corrected immediately on site, and items requiring repair or reinforcement will be continuously monitored and managed. In particular, if serious safety problems are discovered, correction orders will be issued to site personnel, and construction will proceed only after completion of remedial measures.
A city official stated, “The thawing period is a time when the ground weakens, increasing the possibility of collapse and subsidence accidents, so thorough safety management is necessary,” adding, “We will do our best to prevent safety accidents by pre-inspecting risk factors at construction sites and taking prompt action.”
