Gwangju City Council (Chairperson Shin Sujeong) held the 1st meeting of the Legislative Evaluation Committee in the council's main conference room on the 26th.


The legislative evaluation is a system that reviews ordinances that have been in effect for more than two years, assessing the feasibility of legislative objectives, whether various plans have been established, the appropriateness of budget formulation and execution, the reflection of amendments or enactments of higher-level laws, and whether there are any violations or discrimination regarding human rights or gender equality.


The Legislative Evaluation Committee consists of 14 members, including city council members, university professors, legislative experts, and representatives from civic organizations. The term of office for committee members is two years, during which they comprehensively deliberate and coordinate matters related to legislative evaluation.


At the meeting, council member Lee Gwisoon was elected as chairperson, and discussions were held on the selection method for the service provider that will conduct the first legislative evaluation this year, as well as the criteria for selecting ordinances to be evaluated.


The city council plans to select an institution to conduct the legislative evaluation research service in March and to officially launch the "2025 Ordinance Legislative Evaluation." About 50 ordinances will be selected for evaluation out of 424 ordinances, excluding those that have been in effect for less than two years or contain only simple or technical content.


Chairperson Lee Gwisoon stated, "Gwangju was the first in the country to enact an ordinance related to legislative evaluation in 2013, and since July last year, the city council has been authorized to promote legislative evaluation through a revised ordinance. Today's meeting marks the beginning of this process," adding, "The committee will play a key role in enhancing the substance of legislative evaluation and increasing the reliability of autonomous legislation."
