Amid the United States intensifying its sanctions against China to the highest level, Chinese President Xi Jinping on the 26th urged Chinese officials to respond calmly to challenges arising from changes in domestic and international situations.
China's state-run media Xinhua News Agency reported that after receiving the 2024 work report, President Xi asked senior officials, including members of the Political Bureau and the State Council, "to lay a solid foundation for the successful start of the 15th Five-Year Plan."
President Xi called for maintaining the policy of 'Wenzhong Quzhen' (?中求?, seeking progress while maintaining stability) and mentioned tasks such as development, reform, and opening up.
He also stated, "We must firmly implement the central party's major guidelines and policy decisions to successfully achieve the goals of the 14th Five-Year Plan." The year 2024 marks the final year of the 14th Five-Year Plan.
President Xi further said, "Strengthen research and investigation capabilities, thoroughly implement the Central Party's eight-point regulations and their detailed rules of practice," and emphasized, "We must voluntarily fulfill the political responsibility of strictly managing and controlling the Party."
Finally, he stressed, "We must ensure the thorough implementation of the Central Party's decisions and policies, and undertake new responsibilities and roles on the new journey of comprehensively promoting Chinese-style modernization."
Bloomberg News of the United States noted that these remarks came as U.S. President Donald Trump was taking the strongest measures against China. The Trump administration's tough sanctions policy toward China in its second term has been identified as a factor worsening U.S.-China relations.
The United States is accelerating semiconductor sanctions against China. On the 21st, President Trump signed the "America First Investment Policy" memorandum, regarded as the strongest ever. The memorandum designates China as a hostile country and states that all legal means, including the Committee on Foreign Investment in the United States (CFIUS), will be used to restrict Chinese investments in U.S. technology, critical infrastructure, healthcare, agriculture, energy, raw materials, and other strategic sectors.
President Trump urged Mexico to independently impose tariffs on Chinese imports. He is also pursuing a plan to impose fees on Chinese commercial vessels to curb China's dominance in the shipbuilding market.
