Songpa-gu (Mayor Seo Gang-seok) announced that to commemorate the 106th anniversary of the March 1st Movement, a commemorative event will be held at 10 a.m. on the 1st at Garak Market Intersection, where the largest giant Taegeukgi (Korean national flag) in Seoul will be raised to reflect on the spirit of independence.


Under the theme “Passionate Cheers, National Aspirations, Waving Taegeukgi,” the event specially invited about 100 residents, including local independence patriots and their descendants. Starting at 10 a.m., the program will proceed in order with ▲pre-event performances ▲giant Taegeukgi raising performance ▲congratulatory speeches by independence patriots ▲resident celebratory performances ▲and three cheers of “Manse” (Long live Korea).


Notably, the event will be held at Garak Market Intersection, which has become a Taegeukgi landmark with the tallest 55-meter-high giant Taegeukgi and 60 clustered Taegeukgi flags, adding significance to honoring the noble spirit of sacrifice of the patriotic martyrs.


The district has been holding the “Giant Taegeukgi Raising Ceremony” annually at this intersection, a symbol of patriotism, to commemorate March 1st.


This year, the ceremony will begin with the district’s Boys and Girls Choir singing the “March 1st Movement Song,” followed by the national anthem performed by the 52nd Division Military Band. The military color guard will participate, conducting a dignified and solemn giant Taegeukgi raising ceremony.


Additionally, as a national holiday that announced Korea’s independence will to the world, a stage with hopeful messages is prepared. Students from Songpa-gu Hallim Arts High School will perform songs and Taegeukgi performances expressing Korea’s vibrant future.


Students Kim Jeong-wan and Moon Yoon-ah from Hallim Arts High School, participating in the performance, said, “We are proud and honored to participate in the March 1st event again this year. We hope our passionately prepared performance will help remind people of the significance of March 1st and widely spread the spirit of the independence movement.”


In the final order, all residents, including independence patriots and their descendants, about 100 people, will gather to shout “Long live the Republic of Korea!” three times, reenacting the iconic scene from 106 years ago. Seo Gang-seok, Mayor of Songpa-gu, said, “Through the annual giant Taegeukgi raising ceremony on March 1st, we will never forget the noble spirit of independence of the patriotic martyrs who dedicated themselves to the freedom and independence of this land,” adding, “We will continue to respect and honor those who have devoted themselves to the nation and practice servant administration that treats residents as the owners.”

Expanding Student-Tailored Projects Reflecting Diverse Opinions from the Education Field



Jungnang-gu (Mayor Ryu Kyung-gi) will support 14 billion KRW in education expense subsidies to kindergartens and elementary, middle, and high schools in the district in 2025 to strengthen the public nature of education and nurture future talents.


Education expense subsidies are financial support provided by local governments to schools and kindergartens. The district has increased the subsidy by 2 billion KRW annually, expanding it to 14 billion KRW this year, ranking third highest among Seoul’s autonomous districts.


The 2025 education expense support projects consist of 33 projects, including educational infrastructure construction, personnel support, and school-specific specialization projects, reflecting diverse opinions from the education field with customized support.


Especially this year, seven new projects will be promoted: ▲support for high school credit system operation ▲library personnel support ▲hope bus support ▲establishment of sharing cafes and media centers ▲creation of rose schools ▲education office matching investment ▲support for coeducational school transitions.


Additionally, 18 existing projects such as ▲reading 1,000 books in elementary schools ▲operation of self-study rooms ▲support for sports clubs will continue, and eight projects including ▲basic academic improvement ▲reading discussions ▲Neulbom School programs will be expanded to further enhance education quality.


The district held the first education expense subsidy review committee on the 17th, composed of education officials, district council members, and education experts, and decided to prioritize support of 6.8 billion KRW for 478 projects across 47 elementary, middle, and high schools.


Major first-phase support projects include strengthening basic academic skills, character education, operation of self-study rooms, and establishment of lifelong education support centers for borderline intellectual disability individuals. To improve school facilities such as library remodeling, 3 billion KRW will be provided to create a more comfortable learning environment for students. Mayor Ryu Kyung-gi of Jungnang-gu said, “Jungnang-gu prioritizes education and strives to continuously improve the educational environment. Through top-level education investment among autonomous districts, we will create an education city full of dreams and hope.”

Yeongdeungpo-gu (Mayor Choi Ho-kwon) announced that it has been selected as the chair city of the National Cultural Cities Council this year, leading the promotion of cultural city charm and domestic and international exchanges together with 37 local governments.


The district is the only legally designated cultural city in Seoul by the Ministry of Culture, Sports and Tourism and has been selected as an excellent city for two consecutive years in performance evaluations. It successfully hosted the Yeouido Spring Flower Festival and Seonyudo Garden Festival, developing unique cultural content utilizing local characteristics such as Mullae Creative Village. It established cultural facilities like ‘Culture Lounge Ddadadta’ and nurtured about 160 cultural planners and resident artists.


The district has promoted waterfront cultural projects using the Han River, Anyangcheon Stream, Dorimcheon Stream, and Saetgang Stream, and won the grand prize at the ‘National Basic Local Government Manifesto Best Practice Competition’ with the ‘Culture Brokerage’ project, becoming a model for cultural cities nationwide.


Recognizing these achievements, Yeongdeungpo-gu was selected as the chair city of the National Cultural Cities Council and will lead various projects as a ‘cultural policy leader’ for one year starting March. It will host cultural policy forums and the National Cultural Cities Expo to promote exchanges with domestic and international cultural cities.


The ‘National Cultural Cities Expo’ will be held in October in conjunction with the ‘Seonyudo Garden Festival’ around Seonyudo Park. It will offer unique experiences and attractions with cultural cities nationwide and widely promote the charm of cultural cities. Mayor Choi Ho-kwon of Yeongdeungpo-gu said, “I am very pleased to lead 37 cultural cities nationwide as the chair city this year, recognizing our past achievements. Gwanak-gu (Mayor Park Jun-hee) conducted the ‘2024 Regular Public Opinion Survey,’ revealing that more than 8 out of 10 residents are satisfied with the policies and projects promoted by Gwanak-gu.


The district has conducted annual regular public opinion surveys since 2010 to evaluate resident satisfaction with district administration, gather opinions, and identify policy demands.


This survey was conducted in November last year by a professional polling agency, targeting 1,000 men and women aged 19 and over residing in Gwanak-gu, using telephone interviews and online surveys. The sampling error is ±3.1 percentage points at a 95% confidence level.


It surveyed 18 questions across seven fields: ▲jobs and economy ▲education and culture ▲youth policy ▲transportation and safety ▲nature and green spaces ▲social welfare ▲general district administration.


The results showed that over 80.3% of residents responded that the policies and projects promoted by Gwanak-gu are “doing well.”


This is the highest figure since the first survey in 2010, with the percentage of positive responses steadily increasing during the current eighth mayoral term.


Especially, high trust was shown in the fulfillment of campaign pledges and improvements in living environments.


82.7% of respondents said that policies to revitalize local commercial districts, such as improving store environments and signage, are “helpful,” and 94.7% evaluated the restoration of Byeolbitnaerin Stream as “positive” for improving residents’ quality of life.


Regarding the most needed policies by field, residents prioritized ‘funding support for startup companies’ (28%) and ‘creating startup environments and facilities’ (26.9%) to foster the Gwanak S Valley project, and ‘support for youth housing stability’ (43.7%) as the top priority for creating a youth-friendly city.


For crime prevention, the key task was ‘expansion of CCTV and crime prevention facilities’ (46.0%), and for single-person households, ‘housing welfare support’ (37.8%) and ‘job provision’ (25.4%) were identified as necessary.


Notably, the district’s current focus projects received strong public support. 88.5% of residents agreed on the need to create the ‘Gwanaksan Natural Recreation Forest’ with walking trails, forest experience facilities, and lodging, and 90.8% believed the Western and Nangok light rail lines would improve transportation conditions.


Additionally, residents identified economic/jobs (30.8%) and youth/single-person household sectors (25.5%) as policy areas to focus on in the future, and housing environment improvement (22.2%) and transportation environment improvement (21.8%) as the most anticipated areas for Gwanak-gu’s future, indicating high expectations for improved living conditions. Mayor Park Jun-hee said, “I thank residents for their support and opinions on major district policies through this survey. We will continue to communicate with residents and implement policies that they can feel, creating a happy Gwanak-gu for all.”

Dongdaemun-gu (Mayor Lee Pil-hyung) signed a business agreement with Portland State University on February 19 to establish a cooperative relationship for dispatching staff for overseas training.


This agreement aims to solve district administrative tasks, study advanced foreign policies and systems, and strengthen policy response capabilities, operating a six-month overseas training program.


Among staff meeting language requirements, two were selected: Moon Gwang-hyun from the Safety and Disaster Division and Jeon Tae-in from the Taxation Division. They will participate in the international expert program at Portland State University, with dispatch scheduled for May this year.


During the training, participants will visit Portland and major U.S. markets to investigate and analyze government non-financial support policies and conduct research to explore ‘Global Market Development Plans for Gyeongdong Market.’ They will also benchmark Portland’s public-private cooperation job models to prepare ‘Dongdaemun-gu Public Job Innovation Measures.’ After training, they will be assigned to related departments to apply research results to district administration.


Portland State University, established in 1946 in Portland, Oregon, is a state research university ranked between 111th and 120th among U.S. universities by the British QS ranking in 2023. The university supports participants’ training, and both institutions plan to expand cooperation through joint academic conferences and seminars. Mayor Lee Pil-hyung of Dongdaemun-gu said, “The more our staff learn and observe, the greater Dongdaemun-gu’s development potential. We will actively support staff to directly experience and study world-class policies and systems through this agreement, leading practical administrative innovation and regional development.”

Nowon-gu (Mayor Oh Seung-rok) announced the recruitment of youth members for the ‘6th Nowon Youth Policy Network.’


The Nowon Youth Policy Network is a youth participation organization where local youth directly propose policies. Since selecting the first term in 2020, the district has expanded the network operation to the largest scale among Seoul’s autonomous districts annually, actively supporting youth participation in district administration.


The district ensures that youth voices are not just proposals but reflected in actual policies by concurrently operating the ‘Nowon-type Youth Autonomous Budget System,’ providing opportunities for budget allocation. This system is inspired by the existing ‘Autonomous District Proposal-type Autonomous Budget System’ and is the first of its kind at the district level.


The 6th term recruitment runs for 25 days until March 10 (Monday), selecting about 70 youth members publicly. Anyone aged 19 to 39 residing or active in Nowon-gu can apply. Upon submitting required documents and completing mandatory policy education, applicants receive youth member qualifications.


The one-year term youth members will engage in diverse activities such as ▲policy monitoring ▲planning and executing youth projects ▲policy proposals by subcommittees ▲youth and regional exchange activities. A small meeting allowance is provided to attending youth members.


Interested youth can check recruitment announcements on the Nowon-gu website’s youth portal (Cheongnyeonnuri) ‘Notices’ or the Nowon Youth Policy Governance Center’s SNS and submit applications.


Additionally, the district opened the ‘Nowon Youth Policy Governance Center’ last year, the first youth participation specialized center among Seoul’s autonomous districts. The center enables youth to directly participate in proposing various policies, including youth employment support, cultural life support, discovering isolated youth, and community formation. The district plans to steadily expand the scale and expertise of the youth participation ecosystem through the center.


Nowon-gu will implement projects proposed by the 5th term of the Nowon Youth Policy Network this year, such as ▲‘Donggeurami Activity Group ’ where youth in public interest activities support vulnerable youth ▲‘Youth Win-Win Project’ supporting youth instructor experience formation ▲‘Nowon Youth Life Finance Class’ comprehensive financial support project, strengthening participation ecosystems and ensuring no blind spots in youth support. Mapo-gu (Mayor Park Kang-soo) will pilot operate the ‘Mapo-gu Babysitter House Daycare Center No. 1,’ a Mapo-type specialized childcare service that takes better care of children than even mothers, starting in March.


The Babysitter House is a specialized childcare model unique to Mapo-gu that adds the best childcare environment suitable for children, extended operating hours, and high-quality meal services to existing public daycare centers.


Although the birth rate is low and the utilization rate of childcare facilities is decreasing, dual-income families with children face a shortage of daycare centers where children can be left for long hours.


To solve this problem, Mapo-gu utilizes existing public daycare centers to provide a trustworthy childcare environment, offering childcare services suitable for dual-income families or infants and toddlers with special needs.


The daycare center designated as Babysitter House No. 1 is Gongdeok Happy Cross City Daycare Center (19, Baekbeom-ro 31-gil, Mapo-gu), which opened in October last year and is currently recruiting children.


The Babysitter House Daycare Center serves infants and toddlers aged 0 to 5 and extends operating hours from 7 a.m. to 10 p.m. so parents can leave their children with peace of mind even if they start work early or finish late. For those who wish, nutritious and balanced meals are provided from breakfast at 7 a.m. to dinner after 4 p.m.


Most importantly, the exclusive area per child has been increased from 4.29㎡ to 7㎡, creating a spacious and comfortable childcare environment as a differentiated premium strategy.


Each class has additional assistant teachers and childcare helpers, unlike general daycare centers, to provide more meticulous and professional care.


The number of childcare rooms has been reduced, and playrooms have been significantly expanded to allow infants and toddlers, who have limited outdoor activities due to fine dust, to engage in healthy indoor activities.


Furthermore, the Mapo Childcare Comprehensive Support Center provided operational consulting to help the Babysitter House Daycare Center settle well in the community.


They supported differentiated policy strategies through analyzing community needs, understanding birth rate trends, establishing promotional strategies, consulting on childcare environment composition, and mentoring directors. Geumcheon-gu (Mayor Yoo Sung-hoon) will hold a ‘Resident Large Debate’ to establish a complex development plan for the Air Force base site designated as a spatial innovation zone. The debate will take place on Monday, March 10, at 3 p.m. in the main auditorium on the 12th floor of Geumcheon-gu Office, with participation from local residents and related experts.


The Air Force base site covers approximately 125,000㎡ and has long disrupted the living area around Doksan-dong in the heart of Geumcheon-gu since the 1940s. Since the site was selected as a leading project for the spatial innovation zone in July last year, development has accelerated.


The debate aims to share the basic concept and preliminary survey results promoted by the district, gather diverse opinions from residents and experts, and seek effective development directions. Experts in urban planning, architecture, transportation, and environment will attend for in-depth discussions.


Participation is open not only to Geumcheon-gu residents but also to anyone interested. Residents wishing to participate can apply by March 5 via the Geumcheon-gu website or by visiting the office.


The district plans to actively reflect residents’ opinions in establishing a practical development plan to transform the Air Force base site into a key growth hub for the region.

Dongdaemun-gu (Mayor Lee Pil-hyung) operates an on-site civil service office that provides various administrative services along with carbon neutrality practice information in one place, alleviating initial inconveniences for new residents and raising environmental awareness.


To facilitate convenience for 3,069 households moving in, the district established an on-site civil service office within the Raemian La Grande Resident Support Center in Imun-dong, offering one-stop services for various administrative tasks. The office began operation on January 10 and will run for two months until March 10 to minimize inconveniences during the initial move-in period.


Residents can quickly and conveniently handle essential administrative tasks such as moving-in registration, fixed-date certification, issuance of resident registration certificates, and large waste disposal applications.


Additionally, the district promotes eco-friendly policies for carbon neutrality. The site is equipped with various promotional materials, including eco-mileage application guides, EM solution usage methods, and eco-friendly vehicle laws. Climate and environment department staff provide on-site guidance and application reception during morning hours.


Eco-mileage is a citizen participation energy-saving program operated by Seoul City, offering incentives for reducing electricity, water, and gas usage, attracting high interest from residents. Incentives can be used for local tax payments, apartment management fee reductions, gift certificate exchanges, or donations.


On the 24th, Mayor Lee Pil-hyung visited the site to check operations and encourage staff on duty. Dongdaemun-gu plans to expand on-site civil service offices to new residential complexes to minimize resident inconveniences. Mayor Lee said, “We will continue to provide customized, close administration so that residents can settle quickly and comfortably.”

Dobong-gu (Mayor Oh Eun-seok) is recruiting applicants for the ‘Box Garden’ program.


The Box Garden is a kit consisting of a garden box, soil, and seedlings, allowing easy cultivation of eco-friendly crops in everyday living spaces.


It is very popular among residents because even beginners can easily plant and grow seedlings in small spaces like balconies or rooftops.


Applicants include Dobong-gu residents and organizations (public and private) located in Dobong-gu. Residents can receive up to two sets per household.


There are two types of Box Gardens: Type A and Type B. Type A measures 66cm wide, 53cm deep, and 31cm high; Type B measures 60cm wide, 40cm deep, and 37.5cm high. Both types cost 8,600 KRW.


A total of 1,800 sets will be distributed. If applications exceed supply, recipients will be selected by computerized lottery.


Applications are accepted from 10 a.m. on March 6 to 6 p.m. on March 14. Residents apply via the Dobong-gu website, and organizations apply via email to the person in charge. Results will be posted on March 21 on the Dobong-gu website, and selected applicants will be individually notified by text message. Mayor Oh Eun-seok said, “I hope residents find small happiness and emotional stability by cultivating Box Gardens.”

Gwangjin-gu (Mayor Kim Kyung-ho) will hold a ‘Basic College Entrance Exam Information Session for 2025’ for students and parents on March 14.


The session aims to address questions and motivate students and parents by explaining efficient study methods to prepare for changing admission systems, as well as strategic approaches to selection and university choice.


The session will be held at 6:30 p.m. on March 14 in the district office auditorium. In the first part, Seo Jang-hyeop, a graduate of Gwangnam High School and the only general high school student to achieve a perfect score on the College Scholastic Ability Test (CSAT), will share concrete study tips based on his experience. He will also explain how parental roles helped during his learning process.


The second part features a lecture by a Seoul Metropolitan Office of Education researcher specializing in admissions, covering ▲characteristics and strategies of each admission type ▲major admission schedules by period ▲preparation methods by grade, providing systematic guidance from basics. A Q&A session will follow to address participants’ questions.


This session offers a rare opportunity to hear from a perfect scorer and an admissions expert in one place, expected to help set basic directions and plan effective admission roadmaps.


Students and parents wishing to participate can apply on the Gwangjin-gu website from February 26 to March 12. Registration is limited to the first 300 applicants. Seongdong-gu (Mayor Jung Won-oh) is conducting the nation’s first ‘Risky Housing Survey’ applying its own ‘Risky Housing Standards’ to complement minimum housing standards. The survey targets deteriorated houses over 30 years old, with applications accepted until March 7.


The survey aims to inspect various risk factors in the housing environment and develop customized improvement measures according to risk levels. Professional architects visit sites to inspect 30 items across five areas: flooding, fire, hygiene/air quality, evacuation, and structure, then assign safety grades from A to D.


Houses rated A or B receive a ‘Safe Housing’ certification sticker, while C and D rated houses receive customized repair support to remove risk factors and upgrade their grade based on household evaluation results. Participating houses enter coexistence agreements with landlords, guaranteeing tenants’ residence for five years with rent frozen during that period, preventing disadvantageous treatment after housing improvement projects.


Seongdong-gu has led housing environment improvements, including the nation’s first full survey of semi-basement houses following the social issue of flooding during the 2022 heavy rains. It proactively addresses safety and health issues in risky housing such as semi-basements and rooftop rooms.


Under current law, housing support is provided at the individual household level, leaving structural problems in risky housing unresolved. To overcome this, Seongdong-gu enacted the ‘Risky Housing Improvement and Support Ordinance’ in 2023, establishing a system to systematically manage all housing purposes beyond simple house support.


Since minimum housing standards focus on area based on household size without reflecting structural, performance, and environmental factors, the district researched and developed the ‘Risky Housing Standards’ over two years. This effort was recognized as an ‘Excellent Ordinance’ by the Ministry of Government Legislation in 2023.


Seongdong-gu’s resident-centered housing policies are evaluated as top-level nationwide and are continuously spreading. The district received the Ministry of Land, Infrastructure and Transport’s Housing Welfare Award for excellent local governments in 2023 and the grand prize at the 2024 Manifesto Best Practice Competition. The full survey of semi-basement houses conducted by Seongdong-gu was adopted as a basis for the Household and Housing Basic Survey by Statistics Korea, increasing the likelihood of the ‘Risky Housing Standards’ being reflected in national policy.


The district expects this survey to be the first step in overcoming the limitations of existing minimum housing standards. Beyond simple individual house inspections, it plans to build district-level housing environment data and use it for long-term housing welfare policy development.


Additionally, the district will implement a cool roof support project for vulnerable housing groups to prepare for seasonal abnormal weather. Cool roofs involve applying heat-reflective paint on rooftops to lower building temperatures. The project will select 15 to 20 households in rooftop, detached, and multi-family houses vulnerable to heatwaves and complete support by June. Mayor Jung Won-oh said, “Housing is not just a place to live but a basic right and condition for happiness that determines quality of life. We will do our best to ensure all residents live in safe and healthy housing environments, making Seongdong a great place to live.”

Mapo-gu’s Yeomni-dong ‘Very Small Concert’ Receives High Praise from Seniors... Mayor Park Kang-soo Encourages



On the morning of February 25, Park Kang-soo, Mayor of Mapo-gu, visited the New Church where the ‘1st Yeomni-dong Very Small Concert’ was held.


Held as part of Mapo-gu’s ‘One District, One Specialized Project,’ the concert was attended by about 30 seniors and residents using the Yeomni-dong Senior Meal Service.


The event opened brilliantly with a performance of ‘Symphony of the Sea’ by the Yonggang Senior Welfare Center’s Youth Orchestra.


Following this, invited singers Geum Ga-hee, Kim Yong-seop, Kang Jeong-ah, Ahn Seong-bak, and Yeo Ho-hyun performed nostalgic songs, immersing the seniors in memories.


The final act was the Youth Orchestra’s performance of ‘Mapo Terminus,’ concluding the concert.


Before the performance, Mayor Park Kang-soo said, “It is especially meaningful to hold the ‘1st Yeomni-dong Very Small Concert’ together with seniors using the meal service,” and expressed sincere thanks to the New Church for providing the venue. He added, “I hope the seniors enjoy a joyful and happy time watching the performances by the senior band ‘Youth Orchestra’ and invited singers.”

Oh Seung-rok, Mayor of Nowon-gu, Conducts On-Site Inspection of ‘Nowon Happiness Sharing Bathhouse’ (Inside Mokryeon Apartment)



On the afternoon of the 25th, Oh Seung-rok, Mayor of Nowon-gu, visited the recently renovated ‘Nowon Happiness Sharing Bathhouse’ located inside Mokryeon Apartment to inspect the facilities.


The ‘Nowon Happiness Sharing Bathhouse’ is a district-operated bath facility established to stabilize health and welfare for vulnerable local residents such as low-income groups and persons with disabilities.


Since opening in November 2014, it has operated separate family baths for seniors, persons with disabilities, and the elderly, allowing them to use the facility conveniently accompanied by one guardian. It is accessible to all residents, including vulnerable groups.


Due to aging facilities, the district began renovation work in September last year and completed it in November. Major renovations included ▲cleaning of sewage and drainage pipes ▲mold removal and insulation work ▲installation of system air conditioners ▲dry sauna maintenance ▲replacement of lockers, aiming to enhance user convenience and safety.


Mayor Oh Seung-rok thoroughly inspected the newly renovated facilities during his visit, paying close attention to safety equipment and hygiene conditions to ensure users can use the bathhouse safely, emphasizing the importance of safety management. He said, “The Nowon Happiness Sharing Bathhouse has been refurbished into a more pleasant and safe space through facility improvements. We will continue to manage and inspect it diligently so all users can use it safely.”
