Creating a Transparent Apartment Management Culture
Changwon Special City in Gyeongnam Province will conduct a first-half joint housing audit by May to enhance the transparency and efficiency of apartment complex management.
The joint audit team, composed of experts such as accountants and housing managers along with public officials, will visit the sites of 10 complexes selected from recommendations by five district offices among the mandatory management target apartment complexes.
The audit details cover all aspects of apartment complex management, including ▲formation and operation of the residents' representative meetings and election management committees ▲budget and accounting ▲construction and services ▲long-term repair plans ▲facility management such as safety management ▲and the duties of the management entity. In particular, the budget and accounting sector, which was most frequently pointed out in last year’s audit, will be examined more thoroughly.
After the audit, the implementation status of administrative measures will be checked, and a “Visiting Apartment Management Consulting” service will be operated to provide solutions for practical difficulties faced by apartment management workers, thereby ensuring the effectiveness of the audit work.
Major issues pointed out in the audit results or recurring and habitual apartment management problems will be compiled into a casebook, which will be used as educational material for the operation and ethics training of residents' representative meetings, management entities, and apartment management personnel. It will also be posted on the city’s website to make every effort to prevent recurrence.

The city audit team is committed to thoroughly verifying compliance with laws and regulations in each field through continuous apartment management audits, strictly taking administrative actions against detected misconduct to eradicate corruption and irregularities at apartment sites, and striving to resolve conflicts among residents and foster a transparent apartment management culture.
