"More Leave and Bonus Points for Childcare Public Officials"... Yongsan-gu Introduces '4-Item Childcare-Friendly Set'

Birthday Leave for All Employees and Substitute Leave Introduced
Personnel Bonus Points to Be Granted to Childcare Employees at Grade 8 or Below

Yongsan-gu, Seoul (District Mayor Park Hee-young) has established additional childcare leave for public officials raising children and decided to grant special leave to substitutes (those who take over someone else's duties) who cover the work gaps of childcare public officials. In addition, personnel bonus points will be given to childcare public officials at grade 8 or below.

Yongsan-gu announced on the 23rd that it has established the “2025 Yongsan-gu Public Officials Leave and Work Guidelines” to create a “work-life balance and a childcare-friendly organizational culture,” introducing such special leave systems.


The main newly established systems include childcare leave for public officials with children aged 8 or younger, bonus points for childcare employees, special leave for substitutes covering childcare time users, and birthday leave for all employees.


Yongsan-gu provides up to 2 days of leave per year for employees with children aged 8 or younger to use when they have exhausted all their annual leave but still need leave due to unavoidable reasons such as childcare facility closures or child treatment. If the employee has two or more children, they can use up to 4 days. Additionally, to reduce the psychological burden on employees using childcare time, substitutes who perform the duties on their behalf will be granted special leave of up to 3 days per year depending on the substitution period.


A system granting certain bonus points from the regular evaluation in the first half of this year will also be implemented for public officials at grade 8 or below with children aged 8 or younger. To allow employees celebrating their birthdays to spend relaxed time with their families, one day of special leave will be provided annually in the month of their birthday. This system aims to help employees maintain a balance between work and life.


The district plans to continue reflecting employees’ opinions to support work-life balance and prepare additional improvement plans to create a childbirth and childcare-friendly organization.


District Mayor Park Hee-young said, “It is important not only to solve the low birthrate problem but also to create an organizational culture where work and life are balanced,” adding, “We will actively reflect employees’ opinions to improve the culture starting from our organization so that it can have a positive impact on society as a whole.”
