On the 21st, the Gwangju City Council was once again recognized for its legislative competence by winning the 'Grand Prize' and other awards at the 21st Korea Local Autonomy Association Excellent Ordinance Awards Ceremony held at KINTEX in Goyang, Gyeonggi Province. With this year's award, the city council has achieved the remarkable feat of being honored a total of 19 times since the first event in 2004.
At this awards ceremony, the "Gwangju City Ordinance on Establishing and Operating a Local Industry Crisis Response System," proposed by council member Hong Giwol, received the Grand Prize in the group category. This ordinance was highly praised for establishing an institutional foundation to reorganize the local industry crisis response system and minimize damage to related companies, particularly in response to the Daewoo Winia incident in 2023.
The "Gwangju City Braille Culture Promotion Ordinance," proposed by council member Kim Nayoon, also received a Special Award in the individual category. This ordinance was recognized for its contribution to expanding information access opportunities for the visually impaired and strengthening policy support for the development of Braille culture, thereby enhancing social inclusiveness.
In addition, Kim Jongcheol, an administrative officer who played a crucial practical role in the process of enacting and amending ordinances, received the Grand Prize in the public official category, further highlighting the excellence of the Gwangju City Council's legislative support system.
The Korea Local Autonomy Association Excellent Ordinance Award is given after a comprehensive evaluation of the research achievements, policy creativity, and implementation effectiveness of ordinances enacted or amended by local councils nationwide over the past year. It has become an important indicator for assessing the legislative activities of local councils.
Shin Sujeong, Chairperson of the Gwangju City Council, stated, "Following our record of receiving the most consecutive Excellent Ordinance awards nationwide for six years at the Ministry of the Interior and Safety's Best Practice Competition last year, winning the Grand Prize at this Korea Local Autonomy Association evaluation once again proves that the Gwangju City Council possesses the highest level of legislative competence in the country. We will continue to discover and promote excellent ordinances that genuinely improve the lives of our citizens."
