‘2025 Korean Local Autonomy Association Winter Academic Conference’ Opens
Tracing 30 Years of Local Autonomy and Discussing Future Directions at KINTEX, Goyang, from the 21st to 22nd
The opening ceremony of the ‘2025 Korean Local Autonomy Association Winter Academic Conference’ was successfully held on the 21st at KINTEX Exhibition Hall 2 in Goyang Special City, Gyeonggi Province (Mayor Lee Dong-hwan).

This conference was organized for association members including university professors and researchers to reflect on the 30 years of elected local autonomy under the theme ‘30 Years of Elected Local Autonomy, New Spirit of the Era and Challenges,’ and to discuss future directions and tasks.
The conference began with the opening remarks by Bae Gwi-hee, President of the Korean Local Autonomy Association, followed by welcoming speeches from Im Jeong-bin, the next president, Lee Dong-hwan, Mayor of Goyang Special City, and Kim Sang-sik, President of Sungkyul University.
Several distinguished guests, including Shin Jeong-hoon, Chairman of the Administrative Safety Committee, and Woo Dong-gi, Chairman of the Local Era Committee, also expressed their expectations for the future of local autonomy through congratulatory speeches.
Lee Dong-hwan, Mayor of Goyang Special City, stated, “I am very honored that this academic conference is being held at KINTEX, the largest convention center in the Republic of Korea,” and emphasized, “The designation of the economic free zone promoted by Goyang City will be an alternative for securing the city’s self-sufficiency and sustainable growth, as well as a new model for regional development.”

He added, “I hope this conference will serve as a practical forum for discussions on the development of local autonomy and become an opportunity to illuminate the future of local autonomy in the Republic of Korea.”
The conference, held from the 21st to the 22nd, will feature 60 academic sessions where various topics related to local autonomy will be discussed in depth. It is expected to propose concrete response measures and solutions for the development of local autonomy.
Meanwhile, the Goyang Research Institute will participate in two academic sessions under the themes of ‘Goyang City Economic Free Zone Promotion Strategy’ and ‘Strengthening Goyang City’s Self-Sufficiency and Easing Regulations in the Metropolitan Area’ to explore strategic plans for the development of Goyang City.
