Seokgwan 1·2 Districts, Seongbuk-gu's First Moa Town with 2,886 Apartment Units

Seokgwan-dong Moa Town Management Plan Approved at Seoul’s 3rd Small-scale Housing Maintenance Integrated Review
A Premium Residential Complex Linking History, Art, and Local Resources such as Uireung and Korea National University of Arts

The Seokgwan-dong area in Seongbuk-gu, Seoul, is being transformed into a premium residential complex of 2,886 households that harmonizes history and art, linked with Uireung and the Korea National University of Arts.

Seongbuk-gu (Mayor Lee Seung-ro) announced on the 18th that the 'Moa Town Management Plan (draft)' for two districts, Seokgwan-dong 334-69 (Seokgwan 1 District) and Seokgwan-dong 261-22 (Seokgwan 2 District), was approved at the 3rd Small-scale Housing Maintenance Integrated Review Subcommittee of Seoul City in 2025 held on the 13th.


In this review, the management plan (draft) was decided, including height planning to protect the landscape of cultural assets, road widening such as Hwarang-ro 32-gil, creation of public pedestrian pathways east to west, development of culture-specialized streets linked with local resources like Uireung and the Korea National University of Arts, and the supply of necessary public facilities such as sports facilities for the community and residents.


Seokgwan 1 and 2 Districts are Seongbuk-gu’s first Moa Town. Experts expect it to serve as a precedent for Moa Town by overcoming the limitations of the historic cultural environment preservation area and supplying quality housing in aging low-rise residential areas.


The areas of Seokgwan-dong 334-69 (7,6336.3 m²) and Seokgwan-dong 261-22 (52,019.3 m²) were selected as Moa Town target sites in October 2022. With abundant local resources such as Uireung and the Korea National University of Arts, proximity to the Northern Arterial Road, and Dolgoti Station located within 500 meters, it is attracting attention as a transit-oriented residential area with transportation advantages.


Eleven street housing maintenance projects are being promoted in these two Moa Town target sites (seven after district integration), and 2,886 households (including 540 rental units) are expected to be supplied in the future.


Mayor Lee Seung-ro said, “The Seokgwan-dong area, where aging residential areas are concentrated, has a high need for maintenance projects and strong resident aspirations, but has repeatedly faced setbacks due to regulations in the historic cultural preservation area.” He added, “As the first Moa Town in Seongbuk-gu, the residents’ strong desire and efforts led to the successful approval in the Seoul City integrated review. We will actively strive to develop it into a premium residential complex embracing Uireung and the Korea National University of Arts.”
