Yang Bunam Proposes Amendments to Local Tax Framework Act and Local Autonomy Act Nam Bu Yang, Member of the National Assembly.

Yang Bunam, a member of the Democratic Party of Korea (representing Gwangju Seo-gu Eul), announced on the 17th that he has proposed the "Amendment to the Local Tax Basic Act," which requires the Ministry of the Interior and Safety to regularly disclose the status of local tax operations on its website.


This amendment was prepared to address the issue that, unlike national taxes, the status of local tax revenues is not disclosed promptly, making it difficult for the public to grasp the flow of local taxes in a timely manner. The amendment requires the heads of local governments to submit statistical data related to local taxes to the Minister of the Interior and Safety, and for the Minister to regularly publish the monthly and itemized status of local tax revenue collections on the ministry's website. Through this, the aim is to enhance the transparency and efficiency of local finances and provide practical data for the formulation of local tax policies.


Representative Yang also proposed the "Amendment to the Local Autonomy Act," which aims to support the institutional establishment and sustainable operation of residents' autonomy councils.


The amendment clearly stipulates the legal basis for establishing residents' autonomy councils in the Local Autonomy Act and includes provisions allowing the heads of local governments to provide administrative and financial support necessary for the operation and performance of these councils. This measure is intended to clarify the legal basis for residents' autonomy councils, which have been operated on a pilot basis since 2013, and to promote the stable establishment of the system.


Representative Yang stated, "Through these amendments, we will enhance the transparency and reliability of local financial management and strengthen the substantive democracy of local autonomy, creating changes that the public can truly feel."
