Establishing a Ulsan-Type University Innovation Leading Model
Centered on Collaboration Among Local Government, Industry, Academia, and Research Institutes
Ulsan City has entered the public contest process to promote the Regional Innovation-Centered University Support System project, which aims for the mutual growth of the region and universities through strategic support linked to regional development.
To this end, the city announced the Regional Innovation-Centered University Support System (RISE) project on the 17th and is recruiting universities to participate in the project until March 7.
From this year until 2029, the city established the “Ulsan Metropolitan City Regional Innovation-Centered University Support System (RISE) Basic Plan,” a mid- to long-term plan spanning five years, last December, laying the foundation for the mutual growth of local governments and universities.
Based on this, the city designated this year, the first year of the five-year project, as the foundational year to solidify the framework for the project’s success. Over January and February, a planning committee involving local government, industry, academia, and research institutes was held to gather diverse opinions and establish the 2025 implementation plan.
The 2025 implementation plan will be promoted across 12 fields, including seven core areas such as talent cultivation, research and development (R&BD) for small and medium enterprises, resolution of regional issues, and enhancement of urban attractiveness. Notably, the plan was formulated based on candid assessments of on-site conditions through more than 20 meetings among local government, industry, academia, and research institutes.
The seven core areas are ① Key industries (automobile, shipbuilding, chemical) ② New industries (energy including secondary batteries, AX) ③ Specialization (healthcare, medical, social services), among others.
The 2025 Regional Innovation-Centered University Support System (RISE) project call for participation reflects these on-site conditions and focuses on the role of universities in driving regional change through collaboration among local government, industry, academia, and research institutes.
Participation in the contest is open to universities located in the region under Article 2 of the Higher Education Act. Universities can submit a project proposal either as a single project or as a package by March 7 to the Ulsan RISE Center. A project briefing session will be held on February 21 at 2 p.m. at Ulsan Technopark.
The Ulsan RISE Center will review the submitted project proposals, conduct eligibility checks and written and face-to-face evaluations by an evaluation committee composed of related experts, and announce the final selection results by the end of March.
Lee Young-hwan, Director of the Corporate Investment Bureau, stated, “Starting this year, the Regional Innovation-Centered University Support System will launch as a Ulsan-type university innovation model centered on collaboration among local government, industry, academia, and research institutes. It will serve as the foundation to improve the region’s complex issues and establish the basis for regional settlement.” He added, “We will do our best for the mutual development of the region and universities.”
The Ulsan City Regional Innovation-Centered University Support System (RISE) project aims to nurture local talent, support employment and entrepreneurship, and create a settlement ecosystem through the establishment of a Ulsan-type university innovation leading model, ultimately realizing a true local era.
